About this file
This is an Area of Interest (AoI) solicitation for the Common Tactical Truck (CTT) Increment 1 program. The U.S. Army is seeking commercially available or non-developmental item (NDI) solutions with minimal modifications to replace capabilities of the Palletized Load System (PLS), Heavy Expanded Mobility Tactical Truck (HEMTT), and M915 Line Haul Tractor. The CTT consists of six variants: Load Handling System (LHS), Line Haul Tractor (LHT), Tanker, Wrecker, Off Road Tractor (ORT), and Cargo. While the Army is interested in offerors proposing all six variants, companies specializing in particular variants may be selected for single or multiple variants. The Government prioritizes reliability and proven technologies over extensive customization and requires that vehicles ultimately be sustained organically and maintained by Army soldiers without civilian intervention.
Offerors must submit a ten-page white paper (single-sided, 12-point font, excluding title page and Rough Order Magnitude pricing) via email to usarmy.detroit.cpe-cl.mbx.pm-ts-ctt-rfp@army.mil with subject line "CTT Increment 1 AoI (Insert Company Name)." The deadline is 1:00 p.m. EST on April 6, 2026. Submissions must outline proposed commercial solutions addressing desired attributes including mild-hybrid propulsion systems with at least 60 kW continuous power export, drive-by-wire architecture compatible with future autonomy kits, modular swappable cabs, air/sea/rail transportability, highway legality, electromagnetic hazard protection, and Right to Repair provisions. Submissions should also explain leasing options availability for CONUS or OCONUS locations. The period of performance is a 5-year base period with potential for additional ordering years. Contract Specialists Daniel Riddock and John Reinowski handle questions regarding this solicitation.

DISTRIBUTION STATEMENT A: Approved for public release; distribution is unlimited.
Area of Interest (AoI) Title: Common Tactical Truck (CTT) Increment 1
CSO AoI Number: A001
AoI Release: 19 March 2026
Responses: See CSO W912CH-26-S-C001 for Procedure Details
Desired Attributes:
The Army is seeking a commercially available or non-developmental item (NDI) solution with minimal modifications from current configurations, with the intent to incorporate future attributes in follow-on increments.
This approach enables the Army to leverage the proven reliability of commercial systems while modernizing the
Heavy Tactical Vehicle Fleet. The Common Tactical Truck (CTT) is a Family of Vehicles that will replace all capabilities currently conducted by the Palletized Load System (PLS), the Heavy Expanded Mobility Tactical Truck
(HEMTT), and the M915 Line Haul Tractor. The Government prioritizes reliability over extensive customization.
Offerors should propose solutions that maximize the use of existing commercial platforms and proven technologies.
The CTT consists of six variants: Load Handling System (LHS), Line Haul Tractor (LHT), Tanker, Wrecker, Off
Road Tractor (ORT), and Cargo. The CTT will ultimately be sustained organically and must be capable of being operated and maintained by Army soldiers without civilian intervention.
Each CTT variant performs a unique mission role. The program is interested in offerors building all six variants;
however, if your company specializes in a particular variant or variants, the USG may consider selecting your company for that single variant or for any subset of variants proposed.
• LHS: Transports, loads, unloads, and transloads compatible equipment up to 18.5 tons on flatracks or
International Organization (ISO) containers; tows the M1076 trailer; includes an optional Material
Handling Crane (MHC) with a 3,900-pound (lb.) capacity
• LHT: Tows Army trailers including the M871, M872, M1062, M967, M969, and Bulk Fuel Distribution
System (BFDS); tows commercial semi-trailers with payloads up to 100,000 lbs.
• Tanker: Carries at least 2,500 gallons of fuel onboard with loading and discharge capabilities to include bulk fuel transfer, filtered fuel discharge, gravity discharge, and bottom and top loading with fuel receipt and self-loading capability; equipped with fuel dispensing hoses for aircraft and vehicle fuel servicing operations; tows the M1076 with Tank Rack Module (TRM); compatible with existing Army fuel servicing equipment and vehicles
• Wrecker: Recovers and evacuates U.S. Army wheeled vehicles up to 62,000 lbs.; performs flat-tow and lift-tow operations; includes a rotator boom with a 90,000 lb. lift capacity and a drag winch with a 60,000
lb. capacity; provides adequate tools and onboard equipment to perform recovery and evacuation
• ORT: Loads and tows M860, Modular Catastrophic Recovery System (MCRS), and M870 trailers with a
40-ton payload; provides 1 kilowatt (kW) 28 Volt (V) Direct Current (DC) power via a North Atlantic
Treaty Organization (NATO) slave to the payload
• Cargo: Transports and loads 8 pallets or 4 Multiple Launch Rocket System (MLRS) Rocket Pod
Containers (RPCs); tows M989 Heavy Expanded Mobile Ammunition Trailer (HEMAT); includes an MHC with a 5,500 lb. lift capacity which can be stowed on the vehicle during transport.
Commercial solutions will be reviewed against the following attributes. These attributes are desired but not mandatory for eligibility.
