About this opportunity

The United States Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is seeking innovative technological solutions for the Common Armament Tester for Fighter (CAT-F) program. The procurement aims to develop a new testing system capable of executing pre-load and fault isolation testing across F-16, F-15, and A-10 fighter aircraft platforms at both organizational and intermediate maintenance levels. Key contract requirements include developing a modular open system architecture tester that can operate in harsh environments, meet nuclear certification standards, and integrate built-in test and fault isolation capabilities. The government will evaluate potential sources through a sources sought notice and contractor capability survey, with interested parties invited to participate in a virtual industry day on November 14, 2023, and one-on-one sessions on November 15, 2023. Potential offerors must submit responses to the sources sought notice by November 16, 2023, to assist the Air Force with market research and inform the upcoming Request for Proposal.

The solicitation is not set aside for any specific business category and will be conducted as a full and open competition. The CAT-F program intends to procure approximately 550 testers to replace several legacy armament test systems, with an anticipated Request for Proposal release in the second quarter of fiscal year 2024 and a contract award targeted for the second quarter of fiscal year 2025. Technical requirements specify detailed parameters such as case size limitations (44 pounds without handles, 79 pounds with handles and wheels), power source compatibility, non-volatile storage requirements, and the need for a compact handheld tester. The program will require offerors to demonstrate a developed functional tester unit that meets the specified requirements to be eligible for proposal submission. The estimated procurement will support multiple fighter aircraft platforms and replace existing test equipment across organizational and intermediate maintenance levels.
