About this file
This industry day presentation outlines requirements for the Common Armament Tester for Fighter (CAT-F) federal contract opportunity. The Air Force Life Cycle Management Center seeks to acquire approximately 550 testers through a full and open competition to replace aging armament test equipment for the F-16, F-15, and A-10 aircraft. The presentation provides details on the scope of work, including required pre-load and fault isolation testing at both the flightline and backshop for normal and alternate mission equipment. A modular open systems approach is mandated to allow for future upgrades. The agency intends to release a request for proposal in the second quarter of fiscal year 2024 and award a contract by the second quarter of fiscal year 2025. Offerors must demonstrate a developed functional tester unit meeting requirements to be eligible to submit a proposal.

Program
DISTRIBUTION A: APPROVED FOR PUBLIC RELEASE: DISTRIBUTION UNLIMITED
The previously released ASWTS and CAT-F Sources Sought and Requests for Information have been closed.
The CAT-F effort is a combination of:
• CAT-F will conduct both Pre-load and Fault Isolation testing.
• Testing capabilities will be executed at the Flightline and Backshop.
Program
DISTRIBUTION A: APPROVED FOR PUBLIC RELEASE: DISTRIBUTION UNLIMITED
The U.S. Air Force's requirement for a common armament tester for the fighter fleet.
• Aircraft armament support equipment has been one of the least funded areas.
• Fighter aircraft have undergone numerous upgrades while the testers have been overlooked.
• Some armament support equipment does not support the full functional test requirements.
• Reliability of the fighter armament testers continues to drop, tester parts for repairs are limited and the operational quantities are well below authorization levels.
Program
DISTRIBUTION A: APPROVED FOR PUBLIC RELEASE: DISTRIBUTION UNLIMITED
Acquisition of a tester capable of testing and troubleshooting the F-16, F-15, and A-10 aircraft armament circuits, Alternate Mission Equipment (e.g., pylons, launchers), and Normally Installed Equipment (e.g., gun) for Flightline (O-Level) and Backshop (I-Level).
Tester will provide both preload and fault isolation armament capabilities to support the F-16, F-15, and A-10 aircraft.
This tester will be structured with a Modular Open Systems Approach (MOSA) to allow government upgrades for future fighter armament requirements and include Digital Transformation elements.

Q&A: Requirements
DISTRIBUTION A: APPROVED FOR PUBLIC RELEASE: DISTRIBUTION UNLIMITED
CAT-F Official ResponseQuestions
We do not have a preferred method for transmitting the information. Transmitting refers to exporting data from the tester to another system.
Attachment B of the sources sought has a requirement to store and transmit diagnostic self- test information. Please clarify what is meant by "transmit". What mechanisms of transmitting information are acceptable?
The enviromental requirements will be in accordance with MIL-PRF-28800G Tailored Class I & II.
Attachment B of the sources sought says "Design to operate in harsh environments (temperature, humidity, shock and vibration, rain, etc.)." Please elaborate on what specific requirements for environmental conditions will be applied.
The mission requirements remain as stated.
Attachment B of the sources sought has this requirement: "Design non-volatile storage for test log files for 7 days. Storage capability at a minimum of 256 GB."
Please explain if the mission requirements for the 256 GB requirement, as this far exceeds what would be necessary to store test log files for 7 days.
The mission requirements remain as stated. Recommendation received.
Attachment B of the sources sought has this requirement: "Design handheld graphic display resolution of at least 64 x 128 pixels and shall be greater than 1.5 x 2.5 inches in size." Please explain the mission requirements for this requirement. Also, when specifying the requirements for the minimum dimensions of the display, we recommend specifying the minimum viewable area. Stating the dimensions without being more specific can lead to confusion since displays often have several pertinent dimensions, but we believe the measurements the Government is most interested in is the "Minimum Viewable Area" which is commonly specified for displays
We expect that the developers have been vetted and that their code has been analyzed through static/dynamic source code scanning. We expect that the system developers have taken steps to harden their system wherever possible to include supply chain risk mitigation steps. Finally, the OEMs should expect that their system may needed to be modified to accommodate cybersecurity concerns.
What are the cyber security requirements?
Thank you for attending!
