About this opportunity
The Defense Commissary Agency issued a Commercial Solutions Opening under DFARS Subpart 212.70 seeking innovative commercial technologies, products, and services to modernize business operations, with responses due by October 29, 2026 at 4:00 PM EDT. This streamlined acquisition process allows DeCA to competitively procure solutions through rapid evaluation and award, with contracts structured as fixed-price agreements. DeCA priorities include improving the commissary benefit and reducing costs without diminishing it, improving processes with high fraud-waste-or-abuse risk, and reducing waste and process variation.
The specific call for solutions addresses Area of Interest 5.2: Elevate the Patron Experience, seeking an enterprise-grade Software-as-a-Service survey platform delivered as a complete turnkey solution. The platform must include robust analytical tools, multichannel survey deployment capabilities, and secure cloud-based infrastructure to capture, analyze, and act on patron feedback, transforming raw data into actionable insights that drive continuous improvement in the patron journey.
Offerors shall propose a period of performance consistent with standard commercial practices; the Government reserves the right to adjust the period of performance and structure the award with a base period and one or more option periods. DeCA intends to establish a long-term partnership with a provider whose technology, service model, and commercial terms align with its commitment to deliver reliable, value-driven solutions.
Interested vendors must submit a Solution Brief (Phase 1) in accordance with section 3.2 of the parent CSO. Submissions and inquiries should be directed to Rakeeb I. Craig Sr., Contracting/Agreements Officer, at Rakeeb.Craig@deca.mil or Jonathan G. Castro, Contract Specialist, at Jonathan.Castro@deca.mil.
