About this opportunity
The U.S. Embassy in Mexico City is seeking a contractor to provide vacant property maintenance services for two commercial properties: the former Embassy building at Reforma 305 (approximately 24,677 square meters) and the former Benjamin Franklin Library at Liverpool 31 (approximately 4,700 square meters). The Department of State will evaluate proposals based on technical acceptability and lowest price, with award anticipated based on initial offers without discussion. Key contract requirements include providing two scheduled maintenance visits per month at each property, conducting interior and exterior building inspections, performing mechanical systems preventive maintenance, providing minor repairs, managing pest control and grounds maintenance, offering 24/7 emergency response with a two-hour response time, and maintaining preservation-level cleaning standards. Offerors must be registered in SAM.gov at the time of proposal submission to comply with federal requirements, and all responsible sources may submit quotations. The original proposal deadline of April 7, 2026, was extended to April 17, 2026, at 13:00 hours Mexico City time, with electronic submissions required to MexicoCityGSOSolicitations@groups.state.gov; questions regarding the RFQ were due by March 19, 2026, at 13:00 hours Mexico City time.
This procurement is unrestricted with no set-aside designations for small business, women-owned small business, HUBZone small business, service-disabled veteran-owned small business, or EDWOSB concerns. The contract is structured as firm fixed-price with a base performance period of twelve months and one optional twelve-month extension period, plus an additional optional six-month extension period available under FAR 52.217-8. No specific budget range or award value is provided in the solicitation documents, requiring offerors to submit their own cost proposals in either U.S. dollars or Mexican pesos depending on the contractor's status and banking arrangements. Pricing must include all costs for labor, materials, equipment, overhead, insurance, and profit with no additional Government reimbursement, and contractors may use U.S. prime contractors with Mexican subcontractors or joint venture partners if properly documented. Performance will take place at the two commercial properties in Mexico City, with site access coordinated through the Contracting Officer Representative in accordance with Embassy security procedures, and the primary point of contact will be the contractor's designated Service Representative.
