About this opportunity

NASA's Lyndon B. Johnson Space Center announced on August 14, 2025, a revised Commercial Low Earth Orbit Development Program (CLDP) Phase 2 strategy shifting from firm fixed-price contracts to funded Space Act Agreements to support U.S. private industry's design and demonstration of commercially owned and operated Low Earth Orbit destination systems. No set-aside applies. The program funds development of multiple commercial LEO destinations ahead of the International Space Station's planned retirement at decade's end, with $272.3 million budgeted for fiscal year 2026 and approximately $2.1 billion allocated over five years, supporting estimated awards of $1.0 to $1.5 billion distributed across fiscal years 2026–2031. NASA intends to select at minimum two participants.

Eligible participants are U.S. commercial entities. All proposals must include a U.S.-led crewed demonstration mission supporting four crew members for a minimum 30-day duration, with a U.S. citizen commander, demonstrating primary space station functions and interoperability with commercial crew transportation services. Proposals are due December 1, 2025. The final Announcement for Partnership Proposal (AFPP) releases October 3, 2025. NASA anticipates award in April 2026.

A virtual C3DO Industry Day Conference is scheduled for September 8, 2025, 3:00–5:00 p.m. Central. Registration closed September 5, 2025. NASA will deliver a Certification Transition Framework by December 4, 2025, outlining Phase 3 requirements; Phase 2 awardees receive no guarantee of Phase 3 contract awards, which will proceed through full and open competition. Written feedback on the draft AFPP closes at noon Central on September 12, 2025, submitted to JSC-C3DO-SAA@mail.nasa.gov. Monitor www.sam.gov for the final solicitation release.

Background:

As NASA plans for the retirement of the International Space Station at the end of the decade, the ability of private industry to take on the task of providing routine utilization of Low-Earth Orbit (LEO) and maintaining a continuous U.S. presence in space is of vital importance to both NASA and U.S. goals.

In a multiphase strategy, the Lyndon B. Johnson Space Center’s (JSC) Commercial LEO Development Program (CLDP) is helping to spur the development of new LEO destinations and supporting systems from private industry.

CLDP’s Revised Phase 2 Strategy - Directive Clarifications:

CLDP is providing an industry update as NASA has determined that, rather than moving forward at this time with a firm fixed price contract for certification and services, NASA will continue to support U.S. industry’s design and demonstration of Commercial LEO Destinations (CLDs) with funded Space Act Agreements (SAAs) for the next phase. NASA remains committed to enabling sustainable development of commercially owned and operated LEO destinations under the National Aeronautics and Space Act (Space Act), 51 U.S.C. §§ 20101-20164. Therefore, the attached presentation slides are provided to communicate the revised CLD’s Phase 2 strategy.  See attached file: Commercial LEO Directive Clarifications 08142025.pdf.
