About this file
This document is a NASA Utilization Service Needs attachment for the Commercial Destinations - Development and Demonstration Objectives (C3DO) program, part of the Commercial Low Earth Orbit Development Program (CLDP). The document outlines NASA's utilization capabilities and requirements across three categories of increasing complexity: Category 1 (short duration missions), Category 2 (short and long duration missions), and Category 3 (future end-state capabilities).
Key details include specific requirements for destination capabilities such as reconfigurable locker-style payloads, deployable pressurized powered payloads, cargo transfer bag equivalent stowage, power specifications, and various research facility needs. The document specifies quantitative requirements for each category, including the number of payload locations, power requirements, conditioned stowage volumes, transportation up and down mass capabilities, and specialized research equipment like ultrasound, centrifuges, and microscopes. The announcement is dated September 5, 2025, with a final AFP planned release on October 3, 2025, and proposals due by December 1, 2025, from the Lyndon B. Johnson Space Center's Space Operations Mission Directorate.

1.0 NASA UTILIZATION SERVICE NEEDS
NASA's envisioned utilization capabilities and associated quantities are included in the table below.
The minimum capabilities are grouped into categories, i.e., Categories 1, 2, and 3 based on NASA's priorities and desired order of implementation. FSAA Paiiners may propose any or all of these capabilities in their scalable ai·chitecture as pa.it of utilization stretch goals under this
FSAA.
Catego1y 1 represents NASA's minimum needs for sho1t duration inissions.
Catego1y 2 represents NASA's increased need for short and long duration mission capabilities.
Catego1y 3 represents NASA's vision for minimum capabilities for a CLD future end-state.
References to the CLDP Utilization Standai·d, CLDP-STD-1106 provide more detail regai·ding each of the utilization capabilities.

Notes:
1. Average continuous power (kW) and Average Peak Power: These values represent average continuous power and average peak power required for internal, pressurized deployable and Middeck Locker Equivalent (MLE) USG payloads and do not include power required for commercial provided capabilities or externals.
2. The number of vacuum resources, vacuum exhaust and gaseous nitrogen supply - and these do not include those resources needed by the Glovebox as detailed in CLDP-STD- 1106, Utilization Capabilities Standard. At least one of the vacuum exhaust, gaseous nitrogen, and gaseous oxygen resources shall be co-located in one payload/facility rack or CLD location.
3. In some cases, a "Yes" is used in the table above to indicate utilization capabilities that are ( or may be) comprised of several pieces of equipment as defined in CLDP-STD-1106, Utilization Capability Standard, and the Paiiner is expected to provide that capability in the designated configuration.
4. Conditioned Stowage, Po1iable Glovebags, and Lab Supplies/Consumables represent the total requirement (i.e. 100% usage) for USG payloads and do not include requirements for non-USG payloads.
5. Conditioned Stowage - Frozen, refrigerated, and incubated samples to be managed to not exceed the total requirement.
