About this file

This document is a Draft Announcement for Partnership Proposal (AFPP) from NASA's Lyndon B. Johnson Space Center for the Commercial Destinations - Development and Demonstration Objectives (C3DO) Space Act Agreement (SAA). NASA's Commercial Low Earth Orbit (LEO) Development Program is seeking industry feedback on a draft partnership proposal for commercial space destination development, with key dates including an Industry Day on September 8, 2025, comments due by September 12, 2025, final AFPP release by October 3, 2025, and an estimated award in April 2026. Potential participants are invited to provide comprehensive feedback on all aspects of the draft, including goals, milestones, SAA terms, proposal instructions, evaluation criteria, and legal frameworks, with comments to be submitted electronically to JSC-C3DOSAA@mail.nasa.gov.

The document emphasizes that this is not a solicitation and does not commit NASA to awarding a Space Act Agreement. Interested parties are directed to the C3DO Acquisition Website (https://www.nasa.gov/johnson/jsc-procurement/c3do/) for additional information. The draft AFPP includes several attachments: C3DO Draft AFPP, Draft Model FSAA, Draft Public Private Partnership Guide, Draft NASA Utilization Services, and a Feedback Template. NASA may incorporate received feedback into the final AFPP and potentially publish non-attributable clarifications as Frequently Asked Questions on www.sam.gov.
