About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 21, is soliciting commercial electrician services for VA Pacific Islands Health Care System in Honolulu, Hawaii, with quotes due June 29, 2026 and questions due June 18. This is a 100% small business set-aside with evaluation preference for Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses.

Place of performance encompasses four facilities: Building 30 (Ambulatory Care Clinic), Building 32 (Parking Structure), Building 110A (Community Living Center), and Building T1 (E-Wing), all in Honolulu.

The requirement is an Indefinite-Delivery/Indefinite-Quantity contract with a base year running August 1, 2026 through July 31, 2027, plus two optional one-year extension periods through July 31, 2029. Estimated annual hours total 480 (32 hours per month for scheduled maintenance rotating Wednesdays across facilities, plus approximately 8 hours per month for 24/7 emergency services with a two-hour response time). The IDIQ ceiling is $349,999 with a minimum obligation of $180.

The contractor must be a registered small business and hold an active Hawaii Journey Worker Specialty Electrician (EJS) certification or equivalent. All personnel working on high-voltage systems must have NFPA 70E and OSHA 30 certifications. Work includes installation, modification, repair, maintenance, troubleshooting, and testing of electrical systems including high-voltage generator backup power systems. Electrical equipment operates at voltages up to 480V, with medium voltage repair (15kVA equipment) potentially required but not as regular maintenance. Low-voltage systems work (10–20% of total work) and large conduit installation (1-1/4" to 4") may be required but are not anticipated as routine tasks. The Government furnishes all replacement parts and materials; the contractor furnishes labor, tools, equipment, and expertise. All electrical work requires a one-year warranty. Evaluation uses a comparative best-value approach weighing technical capability, past performance, small business status and certifications, and price. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors; the PSC code is J059.
