About this file
This is Amendment 0002 to Solicitation 36C26126Q0600 issued by the Department of Veterans Affairs, VA Sierra Pacific Network (VISN 21), Network Contracting Office 21. The amendment posts questions and answers received from prospective contractors regarding an electrical services contract.
The Q&A clarifies key technical and contractual requirements for the electrical maintenance and installation work. Electrical equipment operates at voltages up to 480V, with medium voltage repair (15kVA equipment) potentially required but not as regular maintenance. The ceiling cap applies to total contract value across all base and option periods combined. The VA will not supply infectious disease carts or aerial lifts; however, electricians must provide certifications, and work may require access to heights up to 50 feet. Large conduit installation (1-1/4" to 4") and low-voltage systems work (10-20% of total work) may be required but are not anticipated as regular tasks. Underground conduit installation is not required. Employees working on high-voltage systems must have NFPA 70E and OSHA 30 certifications per VHA directive 1028. The hourly labor rate covers labor only; contractors may invoice separately for owned or rented special equipment when justified in estimates or invoices. Routine work requires estimates submitted prior to completion; emergency work requires invoices within 10 business days. Prospective contractors must acknowledge and sign both Amendment 0001 and Amendment 0002 prior to the offer submission deadline of 06-22-2026.

Questions and Answers
Amendment: 36C26126Q0600 0002
Prospective Contractor 1
Q1: What is the primary voltage to be worked on when dealing with "high voltage equipment"?
A1: Electrical equipment covered under this requirement operates at voltages up to 480V.
Q2: Will there be any medium voltage repair? This would consist to 15kVA equipment. (Utility transformers, Utility cabling entering and leaving the CEP)
A2: Medium voltage repair may be required in this contract. However, such work is not anticipated to be a regular maintenance task.
Q3: Is the ceiling cap on this solicitation for each year or base and all option years together?
A3: The ceiling applies to the total value across the base and option periods – Total contract value.
Q4: Is the VA supplying an Infectious disease cart for use if required? This will also cut costs on shipping one over.
A4: No, the VA will not supply an infectious disease cart.
Q5: Will the VA supply aerial lifts if needed for installations and servicing?
A5: No, the VA will not supply aerial lifts. In addition, electricians will be required to show certifications.
Q6: How many task orders will involve aerial lifts for installation?
A6: It is unknown how many task orders will require the use of aerial lifts for installation.
However, in situations where an aerial lift is necessary, work may require access to heights of up to 50 feet.
Q7: What tasks will involve installing conduit sizes over 1" EMT or Rigid? Sizes ranging from 1- 1/4"- 4" will need to be bent with a hydraulic bender.
A7: Tasks involving installing conduit sizes over 1”EMT or Rigid may be required in this contract. However, such work is not anticipated to be a regular maintenance task.
Q8: Will any of these task orders involve installing underground conduit? Location services and trenching equipment will need to be sourced.
A8: No, none of the task orders will involve installing an underground conduit.
Q9: In the Scope, it shows a list of the materials provided. Low-voltage systems with fiber, data cabling, access control wiring, and so on. Does the VA need tasks done for these systems? And If so, will they require certifications for each system installation?
A9: Work involving low-voltage systems with fiber and so on may be required in this contract.
However, such work is not anticipated to be a regular maintenance task.
Q10: What percentage of work involves the low-voltage systems?
A10: 10-20% of work will involve low-voltage systems.
Q11: Will employees working on "high voltage systems" need required certifications which include NFPA 70E and OSHA 30?
A11: Yes, please refer to VHA directive 1028 for electrical power systems requirements associated with the PWS.
Prospective Contractor 2
Q1: The solicitation states that routine work will require an estimate to be submitted prior to completion of work and for emergency work an invoice to be submitted within 10 business days.
Also, the solicitation is asking for an hourly rate for services. Are there any limitations and/or expectations for use of contractor owned and/or rented equipment? Typically our services will invoice for use of special or specified equipment for each job. Are there any restrictions on invoicing for special equipment use whether owned or rental? Is the hourly rate supposed to account for any and all use of special equipment? Are there any other invoice or estimate restrictions as it relates to the hourly labor rate which will be in the solicitation?
A1: The hourly rate in the solicitation covers labor only, not special equipment. Contractors may invoice separately for owned or rented special equipment when justified in estimates or emergency invoices. All submissions must follow the stated estimate and invoice timelines.
