About this file
This is Amendment 0001 to a Request for Quote (RFQ) for Commercial Electrician Services at VA Pacific Islands Health Care System (VAPIHCS) in Honolulu, Hawaii, issued by the Department of Veterans Affairs, VA Sierra Pacific Network (VISN 21), Network Contracting Office 21. The amendment extends the offer receipt deadline from June 15, 2026 to June 29, 2026 at 12:00 PM PDT and posts questions and clarifications received from prospective contractors along with an updated Performance Work Statement.
The contract is a non-personal services requirement for one base year (August 1, 2026 through July 31, 2027) with two optional one-year ordering periods. The contractor must provide on-site commercial electrician support every Wednesday on a rotating basis across four VAPIHCS facilities, with a required level of effort consisting of one regularly scheduled eight-hour service day per week and one optional emergency service call of up to two hours weekly, not to exceed 480 hours annually. Services include installation, modification, repair, maintenance, troubleshooting, and testing of electrical lines, circuits, systems, high-voltage equipment, and associated fixtures. The Government furnishes all replacement parts and materials for routine repairs; the contractor furnishes labor, tools, equipment, travel, expertise, and testing. For routine service calls, the contractor must provide repair estimates prior to work; for emergency repairs (24/7 response required with two-hour callback), the contractor may proceed immediately without prior Government approval. All electricians must be licensed and certified in Hawaii with a minimum Journey Worker Specialty Electrician (EJS) certification or equivalent. A one-year warranty on all electrical installations and repairs is required, with rework due to defective workmanship at no cost to the Government. This is a 100% Small Business Set-Aside, and site visits are not permitted; prospective contractors must rely on the provided Performance Work Statement and evaluation criteria.

Amendment: 36C26126Q0600 0001
Prospective Contractor 1
Q1: Is there an incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
A1: No, there is no incumbent. This RFQ is for a new requirement.
Prospective Contractor 2
Q1: Is there an incumbent? If so, please provide the total contract value, length and number.
Q2: If applicable, is the scope of work the same as the previous contract?
A2: Not applicable.
Prospective Contractor 3
Q1: Is there an incumbent contract? If so, are you able to provide a copy of the contract or the contract number?
Q2: On page 11 section D, it goes over the emergency response services. Is it the Contractor’s responsibility to acquire the materials needed to complete the emergency response? On page
9 section B, it states that the Government will provide parts and materials required to complete repairs and maintenance under this contract.
A2: The following sentence has been added to Section D Emergency Response Services:
“The Government will furnish all replacement parts and materials required to perform emergency responses and repairs.”
Q3: Based on the emergency call, does the contract require the Contractor to respond to the emergency call, order or pick up the required materials needed for repair, repair it, and then bill
Government after? OR Is the Contractor to respond to the emergency, provide an estimate to complete repair, then await approval to complete the repairs?
A3: The following sentences have been revised/added to Section D Emergency Response
Services and Section A Scope of Services respectively:
“For emergency repairs, the Contractor may perform the work immediately without prior
Government approval due to the urgent nature of the requirement. Following completion of the emergency repair, an invoice for emergency services will be generated from the Contractor and submitted to the COR within ten (10) business days after an emergency response.”
“For routine service calls, the Contractor shall provide the Government with a repair estimate prior to performing any work. Upon Government approval of the estimate, the Contractor may schedule and complete the repair.”
Q4: Will a performance bond be required for this contract?
A4: A performance bond is not required. However, when assessing performance and technical capabilities, a performance bond might receive extra consideration when scoring the prospective contractor.
Prospective Contractor 4
Q1: Contractor Licensing Requirement and Prime/Sub Arrangement
Section 3.E of the Performance Work Statement states: "All work shall be performed by electricians licensed and certified in the State of Hawaii and employed by a Contractor licensed to perform electrical work in the State of Hawaii."
Please confirm: In a prime contractor and licensed electrical subcontractor teaming arrangement, does the licensing requirement apply to the subcontractor entity whose employees are physically performing the on-site electrical work, or must the prime contractor independently hold a Hawaii electrical contractor license?
A1: Please refer to the Limitation on Subcontracting clause (FAR 52.219-14), which requires the prime contractor to perform at least 50 percent of the cost of the performance with its own employees. Compliance with the clause is the responsibility of the prime contractor. The prime contractor is responsible for self-certifying compliance with the applicable subcontracting limitations.
Q2: Question 2 – Self-Performance Credit for Prime Contractor Management and Administration
Under the 100% Small Business Set-Aside requirements, prime contractors must perform at least 50% of contract costs with their own employees. For a services contract of this nature, please confirm that the following activities performed by the prime contractor count toward the
50% self-performance threshold:
- Proposal development and bid preparation
- Contract and project management
- Invoicing, billing, and financial administration
- Quality assurance and compliance monitoring
- Subcontractor coordination and oversight
- Communications with the Contracting Officer's Representative
A2: Please refer to the Limitation on Subcontracting clause (FAR 52.219-14), which requires the prime contractor to perform at least 50 percent of the cost of the performance with its own employees. Compliance with the clause is the responsibility of the prime contractor. The prime contractor is responsible for self-certifying compliance with the applicable subcontracting limitations. Any work performed by the prime contractor may be credited toward the prime contractor’s performance requirement in accordance with the terms of the clause.
Q3: Teaming Model Acceptability
Will the Government accept a prime/subcontractor arrangement in which _____________ (small business prime) provides all contract administration, project management, and oversight, while a Hawaii-licensed electrical subcontractor provides all on-site licensed electrician personnel? If yes, what documentation will be required at proposal submission to demonstrate compliance with both licensing and self-performance requirements?
A3: Please refer to the Performance Work Statement and evaluation criteria to ensure that any
Hawaii-licensed electrical subcontractor meets the minimum requirements of the solicitation.
The proposal must demonstrate the offeror’s technical capability to perform the required services. The method and form of documentation provided to support compliance are at the
Contractor’s discretion.
Q4: Journey Worker Specialty Electrician (EJS) Certification Scope
Does the requirement for Journey Worker Specialty Electrician (EJS) certification apply to every individual electrician assigned to work on this contract, or is it acceptable for a supervising/lead electrician to hold EJS certification while other team members hold standard Journey Worker certifications?
A4: Yes, as stated in the Performance Work Statement, personnel performing under this contract shall possess, at a minimum, a Journey Worker Specialty Electrician (EJS) certification or equivalent. This requirement is necessary because there may be instances where work involving high-voltage is required.
Prospective Contractor 5
Q1: I wanted to ask if electrical companies are allowed to inspect the VA Pacific Islands Health
Care buildings for the contract that requires electrical maintenance services in Honolulu, HI. I didn't see anything about a site visit mentioned in the solicitation so I was wondering if the electricians are allowed to check out the facility?
A1: Site visits will not be conducted under this solicitation. No clauses or provisions are included within the solicitation that allow for a site visit. Prospective contractors shall rely on the information provided in the Performance Work Statement and evaluation criteria to draft a proposal for the RFQ.
