Place of performance encompasses four locations: Sion Farm Warehouse (one portable comfort station), Guinea Company Warehouse (GCW) Courtyard (one restroom trailer with three compartments), Sion Farm Government Housing (three septic tanks), and Coastal Studies Outpost (on-call/as-needed). Routine service for Sion Farm Warehouse and GCW Courtyard occurs weekly on Tuesdays; GCW service must be completed before 12:00 p.m. Sion Farm Government Housing septic tanks typically require annual servicing. The contractor must provide all labor, equipment, materials, vehicles, personal protective equipment, wastewater hauling to an authorized disposal facility, and all associated transportation and disposal costs. All contractors must be legally authorized to conduct business in the U.S. Virgin Islands and possess required business licenses, waste-hauling permits, septic or pumping permits, and disposal authorizations before performance begins. Qualified subcontractors may satisfy field licensing requirements using valid U.S. Virgin Islands licenses, with the prime contractor retaining full responsibility. The contract is firm-fixed unit price with an estimated twelve-month performance period from September 21, 2026, to September 20, 2027. The Government will evaluate quotations using Lowest Price Technically Acceptable methodology, considering technical capability, relevant past performance (two required references), and price.
