About this file
This document is a Questions and Answers amendment to a federal solicitation issued by the National Park Service for pumping and cleaning services at Christiansted National Historic Site in St. Croix, U.S. Virgin Islands (Solicitation 140P5426Q0039).
The requirement involves pumping and cleaning of comfort stations and portable restroom units at four locations: Sion Farm Warehouse, Guinea Company Warehouse (GCW) Courtyard, Sion Farm Government Housing, and Coastal Studies Outpost (CSO). The Sion Farm Warehouse portable comfort station has a 60-gallon holding tank requiring approximately five gallons of water and biocide/deodorizer after each pump-out. The GCW Courtyard restroom trailer has a 300-gallon holding tank for which the contractor provides pump service only, with the National Park Service handling interior cleaning and consumable supplies. The three Sion Farm Government Housing septic tanks each have approximately 1,500-gallon capacity and were last pumped approximately two years ago. Water sources are available at Sion Farm Warehouse, Sion Farm Government Housing, and GCW Courtyard, but not at CSO. The contractor is responsible for identifying an authorized wastewater disposal facility, determining all associated disposal and transportation costs, and ensuring compliance with applicable federal, territorial, and local laws and regulations. Qualified subcontractors may use their U.S. Virgin Islands pumping, waste-hauling, and related licenses to satisfy field licensing requirements, with the prime contractor remaining fully responsible for contract performance. All contractors must be legally authorized to conduct business in the U.S. Virgin Islands and possess required business licenses, waste-hauling permits, septic/pumping permits, and disposal authorizations before performance begins, with evidence of such authorizations provided upon government request. This is not a new requirement; the current contractor is performing services under PO 140P5425P0041.
