STATEMENT OF WORK

Pumping and Cleaning of Comfort Stations and Portable Restroom Units

Christiansted National Historic Site St. Croix, U.S. Virgin Islands

1. Purpose

The National Park Service (NPS), Christiansted National Historic Site (CHRI), requires contractor services for the routine pumping and servicing of portable restroom and comfort station units located at designated park operational areas. The purpose of this contract is to maintain sanitary, functional, and reliable restroom service for park staff, volunteers, Youth Conservation Corps (YCC) participants, and visitors, while protecting park operations and the historic character of the site.

2. Park Background

Christiansted National Historic Site was established in 1952 as the first unit of the National Park Service in the Virgin Islands of the United States. The park preserves historically significant buildings, grounds, and waterfront features associated with the Danish colonial era on St. Croix. Because work under this contract may occur in or near active public-use and sensitive historic areas, all services shall be performed in a careful, professional manner that avoids spills, damage, and disruption to park operations.

3. Scope of Work

The Contractor shall furnish all labor, supervision, equipment, tools, vehicles, materials, pumping equipment, transportation, personal protective equipment, and incidentals necessary to perform the work described in this Statement of Work.

The Contractor shall perform routine scheduled pumping and related restroom services at the locations identified herein and shall provide additional service when requested by the Contracting Officer (CO) or Contracting Officer's Representative (COR), subject to the terms of this Statement of Work.

4. Locations and Site-Specific Requirements

A. Sion Farm Warehouse Unit Quantity: One (1) portable comfort station at Warehouse

The Contractor shall provide full service at this location each scheduled service day. Full service shall include:

• Pumping and removal of waste from the holding tank

• Interior cleaning of the portable comfort station

• Sanitizing of interior surfaces

• Addition or replacement of biocides/deodorizer as needed for proper sanitation

• Replacement and restocking of consumable supplies, including toilet paper

• Leaving the unit in a clean, sanitary, and ready-for-use condition

B. Sion Farm Government Housing Septic Tanks (3)

• Sion Farm Government Housing Septic Tanks (3) as needed, usually annually

C. Guinea Company Warehouse (GCW) Courtyard Unit Quantity: One (1) restroom trailer containing three (3) restroom compartments

The Contractor shall provide pump service only at this location. Service at GCW shall include:

• Pumping and removal of waste from the holding tanks

• Completion of scheduled service before 12:00 p.m. on the regular service day

Interior cleaning of the restroom trailer at GCW shall be performed by the National Park Service. Consumable supplies for the GCW restroom trailer shall be furnished and replaced by the National Park Service.

Deodorizer/chemical addition for the GCW restroom trailer shall also be performed by the National Park Service.

D. Coastal Studies Outpost (CSO)

CSO may require occasional pumping or restroom servicing depending on volunteer occupancy, Youth Conservation Corps (YCC) use, operational needs, or other Government requirements. CSO is an on-call / as-needed location only and shall be serviced only when specifically requested by the CO or COR.

If activated by the Government, the Contractor shall provide the level of service directed by the CO or COR for the CSO location.

5. Service Frequency

Routine service for the Sion Farm Warehouse unit and the GCW restroom trailer shall be performed once per week on Tuesday during the period of performance, unless otherwise directed by the Government.

The Government may require additional service outside the regular weekly schedule due to increased visitor use, special events, volunteer occupancy, YCC use, operational demand, high restroom usage, or other Government need.

6. Additional and Unscheduled Services

The Government reserves the right to request additional or unscheduled pumping and servicing at Sion Farm, GCW, or CSO as needed.

Additional services may include, but are not limited to:

• Extra pumping between regular weekly service visits

• Same-day pumping when operationally necessary

• Additional service due to high visitor use

• Additional service during volunteer details or YCC occupancy

• On-call service for CSO or other activated park support locations covered by this contract

Only the Contracting Officer (CO) or the Contracting Officer's Representative (COR) may request additional services under this contract.

The Contractor shall maintain sufficient operational capability to perform routine scheduled services and reasonably anticipated additional service requests during periods of increased use.

7. Same-Day and On-Call Availability

The Contractor shall be prepared to respond to Government requests for additional service, including same-day service when operationally necessary. The Government may request same-day pumping or servicing when restroom use levels, park visitation, or operational needs require prompt response.

This Statement of Work does not guarantee any minimum quantity of additional or on-call services beyond the routine scheduled work identified herein.

8. Schedule Changes

If the Contractor is unable to perform the required routine weekly service on the scheduled day, the Contractor shall notify the Government as far in advance as practicable and coordinate an alternate service time acceptable to the Government.

The Government reserves the right to increase, decrease, suspend, reactivate, or adjust service locations and service frequency during the life of the contract, subject to the terms of the award and any written modification issued by the Contracting Officer.

9. Contractor Responsibilities

The Contractor shall:

• Perform all work in a professional, sanitary, and timely manner

• Provide all labor, equipment, and materials required to perform contract services, except those items specifically identified as Government-furnished or Government-performed

• Ensure all pumping and servicing operations are conducted without spills, leaks, staining, or contamination of park property

• Protect paved surfaces, adjacent grounds, structures, and surrounding park areas during performance of work

• Furnish and use service vehicles and pumping equipment suitable for the required work

• Ensure contractor personnel are properly trained and equipped for pumping and portable restroom servicing operations

• Comply with all applicable federal, territorial, and local laws, regulations, and requirements governing sanitation work and wastewater handling

10. Spill Prevention and Cleanup

The Contractor shall conduct all work in a manner that prevents spills, leakage, overflow, and release of wastewater or sanitation materials on park property.

The Contractor shall provide the Government with a written spill plan prior to the start of performance. The spill plan shall address containment, cleanup, and notification procedures for accidental spills of wastewater, grey water, solids, or related service materials.

Any spill, overflow, or release caused by the Contractor's operations shall be immediately contained and cleaned by the Contractor at no additional cost to the Government.

11. Safety

The Contractor shall be responsible for the safety of its employees, equipment, and operations. Contractor personnel shall use appropriate personal protective equipment and shall perform all work in accordance with applicable safety requirements for portable restroom pumping, sanitation work, vehicle operation, and chemical handling.

The Contractor shall take reasonable precautions to protect park staff, visitors, volunteers, YCC participants, and Government property during performance of work.

12. Quality of Services

All work performed under this contract shall be completed in a manner consistent with professional portable sanitation service practices.

At Sion Farm, the unit shall be left clean, sanitized, stocked, and ready for use after each routine or additional full-service visit.

At GCW, pump service shall be completed as required, and scheduled routine service shall be completed before 12:00 p.m. on the designated service day.

13. Period of Performance

Base Period of Performance: 12 months.
