About this opportunity

The Defense Health Agency issued a Notice of Intent to Sole Source on August 6, 2026, with a closing date of August 13, 2026, for procurement of surgical and exam room lighting equipment and installation services at Madigan Army Medical Center's Dermatology clinic; this is a sole-source acquisition based on exclusive licensing agreements, and potential vendors may submit capability statements by the August 13 deadline.

The procurement addresses a patient and staff safety hazard caused by non-functional surgical lights in the procedure room. After evaluating alternative light manufacturers, Skytron was selected as the sole manufacturer meeting the clinic's technical specifications and available space constraints. CoMedical, the local authorized Skytron supplier, has completed site visits and provided removal and installation quotes. Research confirmed that alternative manufacturers including Pelton & Crane (dental-specific lights unsuitable for dermatology) and Midmark (ceiling mount option too large for exam rooms) did not meet requirements; GSA ECAT and other sources yielded no suitable alternatives.

The project scope includes replacing exam lights in six rooms and a surgical light in one procedure room, along with project management, structural engineering, Infection Control Risk Assessment barriers, and electrical modifications. Structural work includes adding support to the lightweight concrete deck using metal plates or angle iron secured with through-bolts to prevent deck damage. The acquisition is conducted under FAR Part 12 simplified acquisition procedures. Brandon Ragil (CNOIC, Department of Dermatology) certified the justification; Elliott Penetrante (DHA Contracting Officer) approved it.

Notice text

Currently there are no working surgical lights in the procedure room. This presents a staff and patient safety hazard and emergency CEEP forms were submitted last year. Different light manufacturers were researched and due to product specifications, and available clinic space, Skytron was selected. CoMedical is the local supplier of Skytron lights with installation and deinstall. The lights offered by Skytron meet necessary requirements for both the surgical procedure room and exam rooms of the clinic. This project required considerable time and coordination with CoMedical to conduct the site visits needed to evaluate installation requirements and provide a quote. CoMedical has completed necessary site visits, provided removal and installation quotes, and is able to proceed with the project.
