About this opportunity

The Department of the Air Force Global Strike Command seeks fire suppression sprinkler head testing and replacement services at Francis E. Warren Air Force Base, Wyoming, with proposals due September 10, 2026. This is a total small business set-aside with NAICS code 811310 and a $12.5 million size standard; Amendment 02 (issued August 25) establishes a mandatory site visit on August 31 at 9:00 AM MT and a written question deadline of September 2 at 11:00 AM MT.

Place of performance is F.E. Warren AFB, Wyoming. The base bid covers testing and replacement in Buildings 1284, 1292, and 1501 (wet and dry sprinkler systems) with a 90-calendar-day period of performance from award; optional line items cover Building 930 and Building 762 (dry systems only), each with 30-calendar-day delivery windows from option exercise date. The contractor shall provide all management, tools, supplies, equipment, and labor for fire sprinkler head compliance testing per NFPA 25 standards, including extraction of representative samples, installation of new approved replacement heads, laboratory testing, and final reports within five business days of receipt.

Contractor must hold a commercial fire protection license with minimum three years of NFPA 25 experience; on-site technicians require NICET Level II certification or equivalent. The contractor must maintain active NIST SP 800-171 assessment scores of 110 or higher (or CMMC Level 2 certification) and register in SAM.gov with no active exclusions in the past three years. Access to controlled unclassified information drawings requires prior NIST SP 800-171 or CMMC assessment completion verified in the Supplier Performance Risk System.

Evaluation uses lowest price technically acceptable (LPTA) methodology with price and technical capability weighted equally. Technical evaluation criteria include contractor narrative demonstrating PWS understanding, quality control plan, three years of past performance on water-based fire protection system inspection and maintenance, technician certifications, and testing laboratory accreditation for NFPA 25 plunge tests. Contracting Officer is Liezel McIntyre; contact Walter Wheeler at walter.wheeler.1@us.af.mil or liezel.mcintyre@us.af.mil. The contract is firm fixed price. Service Contract Act prevailing wages apply (Wyoming counties of Laramie, rates effective May 13, 2026). Offers remain valid for 90 calendar days.
