About this opportunity

The Defense Logistics Agency (DLA) Troop Support Subsistence is seeking commercial fresh bread and bakery products for military customers in Oklahoma through a combined synopsis/solicitation. The contract (SPE300-25-R-0045) is designed to place market-ready bread and bakery items on a firm-fixed price Indefinite Quantity Contract (IQC). The solicitation is being issued on an unrestricted basis, allowing all responsible sources to submit proposals. The government intends to evaluate offers and award the contract without discussions, expecting offerors to submit their best initial terms from both price and technical perspectives. Proposals must be submitted by June 5, 2025, with the evaluation using a Lowest Price Technically Acceptable (LPTA) source selection process.

The contract will cover a three-year period from August 10, 2025 to August 5, 2028, divided into two pricing tiers: a 24-month Tier 1 and a 12-month Tier 2. The total estimated contract value is $2,400,000, with a guaranteed minimum of $80,000 and a maximum potential value of $7,200,000. The solicitation includes 16 line items of bread and bakery products, with estimated quantities ranging from 240 to 213,490 packages per tier. Delivery locations will include multiple military installations across Oklahoma, such as Oklahoma Air Guard, Camp Gruber Training Center, and Fort Sill. Contractors will be required to maintain a 97% fill rate, provide electronic ordering capabilities, comply with the Berry Amendment, and meet various quality and delivery requirements specific to DoD troop support operations.
