About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks sod supply and installation services at Jefferson Barracks National Cemetery in Lemay Township, Missouri, with quotations due August 21, 2026 at 4:00 PM EST. This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with a small business size standard of $9.5 million under NAICS 561730 (Landscaping Services).
The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) with a base performance period of April 1, 2027 through March 31, 2028, followed by four optional one-year renewal periods. The guaranteed minimum contract value is $1,000, with a maximum aggregate value not to exceed $315,000 across all five ordering periods. Individual task orders may not exceed 12 months in duration, and orders may be issued from June 1, 2026 through March 31, 2027.
Work requires an estimated 40,000 square feet of tall fescue sod annually, delivered and installed on a first interment casketed area basis. Sod specifications require machine-cut tall fescue blended with three or four elite seed varieties meeting Missouri Department of Agriculture regulations, cut to 1 to 1.5 inches uniform soil thickness in standard strips of 15 inches wide by 4 to 6 feet long. Installation must occur within 12 hours of delivery. The contractor must maintain a fluent English-speaking Site Manager on-site throughout all installations and coordinate work sequentially from oldest to newest burials while maintaining a 250-foot buffer from ongoing burial services and ceremonies. All work is FOB Destination, inclusive of labor, supervision, equipment, materials, delivery, and supplies.
Contractor personnel must perform all work with special care, reverence, dignity, and respect per Title 38 U.S.C. Section 218, and assume full responsibility for damages to gravesites, headstones, or property resulting from negligence. Evaluation will be made on a Lowest Price Technically Acceptable (LPTA) basis, assessing management plans (not to exceed 10 pages), product compliance, past performance, solicitation compliance, Statement of Work understanding, and SAM registration status. Questions are due September 4, 2026 at 4:00 PM EST. All prospective quoters must be registered in SAM.gov and certified as SDVOSB at submission and award.
