About this opportunity

The Defense Information Systems Agency (DISA) is soliciting proposals for Enterprise Storage Solutions IV (ESS IV), a managed and scalable storage service that provides on-demand storage capacity billed on a utility basis reflecting actual usage. The procurement encompasses comprehensive managed services including hardware, software, licensing, design, logistics, field maintenance, and systems engineering to support all application workloads across CONUS and OCONUS data centers. The contract requires offerings across multiple storage categories including enterprise block storage, virtual environment storage, storage area networks, network-attached storage, object storage, backup appliances, mainframe virtual tape systems, and software-defined storage, with all solutions supporting secure, available, and scalable infrastructure. The Government will evaluate proposals using a best-value trade-off methodology considering four factors: Small Business Participation Plan (mandatory acceptable/unacceptable rating), Supply Chain Risk Management Plan (mandatory acceptable/unacceptable rating), Technical/Management Approach weighted more heavily than price, and Price. The proposal deadline is April 7, 2026, at 4:00 PM CST, with questions due by March 9, 2026. The Government has issued four amendments to the solicitation, with the most recent (Amendment 0004) effective April 1, 2026, providing industry responses to 126 clarification questions.

This is an unrestricted procurement not set aside for small businesses, though offerors must meet minimum quantitative requirements of 23 percent overall small business participation (including 5 percent service-disabled veteran-owned small business, 5 percent women-owned small business, 3 percent HUBZone, and 5 percent small disadvantaged business), and large business prime contractors must sponsor at least two facility clearances for small businesses during the first two contract years. Hewlett Packard Enterprise Company is the incumbent contractor on the predecessor ESS III contract, indicating this is a competitive recompete acquisition. The contract is structured as a single-award indefinite delivery/indefinite quantity contract with a five-year base period, five one-year option periods, and an additional six-month extension option, with pricing evaluated on a $21.67 million baseline representing anticipated usage across all contract periods. Performance will occur at Fort Meade, Maryland, with potential work at U.S. military locations in Korea and Japan under applicable Status of Forces Agreement clauses. Proposals will be evaluated in up to three phases: Phase I written proposal, Phase II oral presentation limited to 90 minutes with 30-slide maximum, and Phase III optional proof-of-concept demonstration conducted remotely over two consecutive days.
