About this opportunity
The Defense Information Systems Agency (DISA) is soliciting industry feedback on a draft Request for Proposal (RFP) for Enterprise Storage Solutions IV Managed Storage Service (HC108426R0004), an indefinite delivery/indefinite quantity contract for comprehensive managed storage solutions. The procurement seeks scalable, on-demand storage infrastructure with utility-based billing that can dynamically adapt to varying storage and throughput demands across approved continental United States and outside continental United States locations. Key contract requirements include provision and maintenance of all necessary hardware, software, licensing, design services, logistics, field maintenance, and systems engineering services to support all application workloads while meeting stringent security, availability, scalability, and modernization objectives. Offerors will be evaluated on multiple factors including Small Business Participation Plan, Supply Chain Risk Management Plan, Technical/Management Approach, and Price, with evaluation occurring through written proposal assessment, oral presentations, and potentially a Proof of Concept demonstration. The government is accepting comments and suggestions on the draft RFP and Performance Work Statement through January 7, 2026, though proposals submitted in response to this pre-solicitation notice will not be accepted or reviewed.
This procurement carries no set-aside designation, and no incumbent contractor information is identified in the pre-solicitation materials. The government has designated a total contract value of $500 million for small business calculation purposes, though this does not represent a guaranteed spending commitment. The contract structure includes a five-year base period with five one-year option periods, providing a potential ten-year service lifecycle. The solicitation encompasses multiple storage solution categories including Enterprise Block Storage, Virtual Environment Storage, Storage Area Networks, Network Attached Storage, Object Storage, Backup Appliances, and Mainframe Virtual Tape Systems, with pricing structured on variable per-unit-per-day models dependent on actual utilization. The government expects to award a single contract and requires prime contractors to sponsor at least two Facility Site Clearances for small businesses during the base contract year, with mandatory minimum small business participation goals of 23 percent for small businesses, 5 percent for small disadvantaged businesses, 5 percent for women-owned small businesses, 3 percent for HUBZone businesses, and 5 percent for service-disabled veteran-owned small businesses.
