About this file

This is a Small Business Participation Plan Template for solicitation HC108426R0004, a managed and scalable storage services contract issued by the Defense Information Systems Agency (DISA). The template is designed for offerors to document their small business utilization strategy and commitments. Offerors must identify their prime contractor status (large or small business, including subcategories such as Service-Disabled Veteran-Owned Small Business, Women-Owned Small Business, HUBZone, or Small Disadvantaged Business), specify the total contract value allocation across prime, large business subcontractors, and small business subcontractors, and propose participation percentages for each small business category. Minimum quantitative requirements include 23 percent total small business participation, 5 percent Small Disadvantaged Business, 5 percent Women-Owned Small Business, 3 percent HUBZone, and 5 percent Service-Disabled Veteran-Owned Small Business, with detailed justifications required if proposed goals fall below these thresholds.

The template requires offerors to identify specific small business subcontractors, their designated categories, task assignments tied to the Performance Work Statement, dollar amounts, complexity levels (low, medium, or high), and contract types. Offerors must document enforceable commitments through signed teaming agreements, subcontracting letters, joint venture agreements, or mentor-protégé arrangements. The plan must describe maximization strategies for small business utilization, including public announcements, outreach initiatives, and intake sessions. A critical requirement unique to this solicitation mandates that prime contractors sponsor at least two Facility Site Clearances (FCLs) for small businesses during the base year of performance, with offerors required to provide written guarantees identifying the specific small businesses to be sponsored and their clearance levels. Only first-tier small business subcontractors count toward participation percentages; second and third-tier subcontractors are excluded.
