About this file
This is a sample certification letter template for offerors responding to the Enterprise Storage Solutions (ESS) IV solicitation (HC108426R0004) issued by the Defense Information Systems Agency. The letter serves as a binding certification that must be signed by an authorized company representative and incorporated into the resulting contract.
The certification requires offerors to attest that all equipment and software will comply with the ESS IV Request for Proposals, Performance Work Statement (PWS), and PWS Appendix 12, meeting or exceeding minimum requirements. Offerors acknowledge sole responsibility for ensuring and demonstrating compliance, as the Government will not provide endorsement of compliance status. The certification includes a commitment to replace any non-compliant equipment at no additional cost to the Government within 30 business days. The certification remains valid throughout the entire contract duration, including the five-year base period and any exercised option periods. Offerors must complete the template by inserting their company name, authorized representative's name, date, and signature before submission with their proposal.
