About this opportunity
The Department of Veterans Affairs National Cemetery Administration seeks trash and recycling collection services at Abraham Lincoln National Cemetery in Elwood, Illinois, under an indefinite-delivery indefinite-quantity (IDIQ) contract with quotes due May 22, 2026 at 4:00 PM EST. No set-aside applies; the procurement is unrestricted.
The contract covers one base year plus four optional one-year periods with a guaranteed minimum of $1,000 and maximum aggregate value of $60,000 across all five ordering periods. Services include weekly emptying of 6-yard general waste containers and 4-yard mixed recycling containers, on-call 20-yard and 30-yard containers for general waste, headstones, and construction materials (three of each), and overage fees per ton beyond 2 tons. On-call container delivery and pickup must occur within 3 business days of notification. Services are not performed on 11 federal holidays; if a pickup falls on a holiday, service is rescheduled to the preceding or following business day. Access to the facility is limited to Monday through Friday, 8:30 a.m. to 3:00 p.m., through the main cemetery entrance only. All pricing must be all-inclusive (labor, supervision, equipment, materials, and supplies) and FOB Destination, submitted in Excel format.
Quoters must be registered in SAM.gov with completed Online Representations and Certifications prior to award. Quoters must demonstrate a minimum of one year of prior waste and recycling management experience and hold appropriate Illinois licenses and permits. Personnel must communicate effectively in English, complete OSHA safety training, possess valid Commercial Driver's Licenses where applicable, and wear uniforms bearing company and employee names. All on-site contractor actions must be performed with special care, reverence, dignity, and respect; contractors cannot walk, stand, lean, sit, or jump on headstones or markers, nor drive over them, and are responsible for replacing any damaged headstones or markers and restoring damaged turf.
Quotes must be submitted in four volumes: Volume A (Administrative, including company information and signed amendments), Volume B (Technical Proposal, limited to 10 pages, with management plans, three years' minimum cemetery trash collection experience proof, vehicle list, and Illinois waste management permit documentation), Volume C (Past Performance, with completed questionnaires citing at least three references from the last five years, with NCA contracts listed first), and Volume D (Pricing in Excel format). Questions are due May 1, 2026 at 4:00 PM EST. Amendment 0001, issued May 6, clarifies that the quantity of 36 represents 3 six-yard dumpsters located at the same site as indicated on the provided map. Award will be made on a Lowest Price Technically Acceptable basis, evaluated on price (lowest), technical acceptability (pass/fail), and past performance (acceptable/not acceptable). The NAICS code is 562111 (Solid Waste Collection); PSC is S205 (Housekeeping—Trash/Garbage Collection). Service Contract Act prevailing wage rates apply per Wage Determination 2015-5019.
