About this opportunity
The Department of the Army Contracting Command is soliciting quotations for Basic Life Support equipment and services in support of Combined Joint Logistics Over-the-Shore (CJLOTS) 2026 operations in Pohang, Republic of Korea, with quotations due May 28, 2026 at 10:00 PM Korean Standard Time. The procurement is set aside for women-owned small businesses (WOSB) and issued under FAR Part 12 simplified acquisition procedures for commercial products and services.
Place of performance includes three locations in South Korea: Dogu Beach, Pier 9 in Pohang, and Camp Mujuk, with service periods spanning June through August 2026. The requirement comprises 17 contract line items (CLINs) providing transportation support (14 vehicles without operators including 4x4 pickup trucks, 15-passenger vans, 9-passenger ambulette vans, all-terrain utility vehicles, sedans, SUVs, and 12-passenger carryalls), life support equipment (10 containerized personal hygiene facilities, 10 trailer-mounted light plants, one 20-foot cold storage freezer container, two CONEX storage containers, two tracked skid steel loaders, one mid-size excavator), and tent cleaning services for approximately 12 tents. The contractor must provide all fuel, maintenance, parts, emergency repairs, and replacement vehicles within two hours of notification; the Government furnishes fuel for transportation separately through designated procedures.
A critical eligibility requirement mandates that all offerors, including U.S. sources, must already possess or obtain requisite business licenses directly from the Republic of Korea Government and comply with applicable ROK laws regarding labor, taxation, and immigration. The ROK-U.S. Status of Forces Agreement precludes granting Invited Contractor or Technical Representative status to any offeror. All quotations must be submitted in Korean Won (KRW) with no decimal places; pricing must be all-inclusive of mobilization, demobilization, setup, maintenance, materials, and labor. Evaluation criteria are Technical Capability (Acceptable/Unacceptable), Price, and Past Performance (Acceptable/Unacceptable), with past performance assessed on relevant experience within five years of similar scope and complexity. The NAICS code is 561210 (Facilities Support Services); PSC code is W099. Questions were due May 25 at 10:00 AM KST; the Government will not accept additional requests for information due to compressed mission timelines. Three amendments (0001, 0002, 0003) have been issued, modifying quantities, locations, performance periods, and extending the closing time from 01:00 PM to 10:00 PM KST on May 28. A mandatory site visit occurred May 21 at Pohang; vendors required Base Access Request approval by May 19 to attend.
