About this file

This document is an Addendum to FAR 52.212-1 and 52.212-2 for a Request for Quote (RFQ) for logistic support services for Combined Joint Logistics Over the Shore (CJLOTS) in South Korea. The Government intends to award one Firm-Fixed-Price (FFP) purchase order for this requirement under FAR Part 12 simplified procedures for commercial products and services. Quotations must be received by 28 May 2026 at 10:00 AM Korean Standard Time via email to three Army contracting personnel. All pricing must be submitted in Korean Won (KRW) with no decimal places, rounded to the nearest whole unit. The quote validity period is 30 calendar days. Offerors are strongly encouraged to submit their best terms with initial quotations, as the Government reserves the right to award without discussions.

Evaluation will be based on three factors: Technical Capability (Acceptable/Unacceptable), Price, and Past Performance (Acceptable/Unacceptable). Technical capability will be assessed against the Performance Work Statement (PWS) requirements, with any omission or failure to address a requirement resulting in an Unacceptable rating. For past performance, offerors must demonstrate recent (within five years) and relevant experience with similar size, scope, and complexity; those with no relevant past performance receive a Neutral (Acceptable) rating. Pricing must be all-inclusive of fuel, delivery, installation, maintenance, materials, and demobilization. A critical eligibility requirement restricts Invited Contractor status under the ROK-U.S. Status of Forces Agreement (SOFA); all offerors, including U.S. sources, must obtain business licenses from the ROK Government and conduct business in compliance with applicable ROK laws. All vendors must complete a Base Access Request form by 19 May 2026 at 1300 KST to attend the mandatory site visit on 21 May 2026. Questions must be submitted by 25 May 2026 at 10:00 AM KST, with responses issued as a solicitation amendment. The Government reserves the right to adjust CLIN quantities or requirements prior to award based on mission needs.

1.0 EVALUATION FACTORS

The Government will evaluate quotations using the following factors:

Factor 1 – Technical Capability (Acceptable/Unacceptable) Technical capability will be evaluated in accordance with the Performance Work Statement (PWS). ADDENDUM TO FAR 52.212-2 – EVALUATION—COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES

1.0 GENERAL

1.1 This acquisition is conducted in accordance with FAR RFO Part 12, using the procedures of FAR 12.201 and applicable Simplified Procedures. The Government intends to award one (1) Firm-Fixed-Price (FFP) contract to the responsible offeror whose quotation conforms to the solicitation, satisfies all terms and conditions, and represents the best value to the Government.

2.0 AWARD DECISION

Only quotations rated Acceptable under all non-price factors ( Technical Acceptability and Past Performance) will be eligible for award. Among technically acceptable quotations, the Government will determine which quotation represents the best value considering price and other factors. The Government may select other than the lowest-priced quotation if it provides a greater overall benefit to the Government.

2.1 Technical Capability and Past Performance must both be rated Acceptable for a quotation to be eligible for award. Among quotations that are Acceptable under all non-price factors, the Government will consider price in determining which quotation represents the best value. When quotations are equally Acceptable, differences in price may become the determining factor. The Government reserves the right to make award without discussion.

3.0 EVALUATION FACTORS

The following factors will be evaluated:

FACTOR I – TECHNICAL ACCEPTABILITY (Acceptable/Unacceptable) The Government will evaluate the offeror’s ability to meet all requirements of the Performance Work Statement (PWS). To be rated Acceptable, the quotation must clearly demonstrate compliance with every minimum requirement.

NOTE: The Contracting Officer is not responsible for locating or obtaining information not included or clearly referenced in the quotation.

Technical Rating Definitions

RATING DEFINITION

ACCEPTABLE The quotation meets all minimum PWS requirements and the CLIN structure. The submission demonstrates a high level of

RATING DEFINITION

competence in understanding and meeting the requirement.

UNACCEPTABLE

The quotation fails to meet one or more minimum PWS requirements or does not follow the required CLIN structure.

Required confirmations or information are missing, unclear, or incomplete, and the submission does not demonstrate sufficient competence to meet the requirement.

If an offeror cannot comply with every requirement, the quotation will be rated Unacceptable and will not be considered for award.

FACTOR II – PRICE

Price will be evaluated for fairness and reasonableness in accordance with FAR technical price analysis. The Government will compare quoted prices against:

• Other quotations received.

• The Independent Government Estimate (IGE)

• Historical pricing (if applicable)

FACTOR III – PAST PERFORMANCE (Acceptable/Unacceptable) Past performance will be evaluated to assess the offeror’s demonstrated record of performing same or similar services in terms of size, scope, complexity, and contract type.

Submission Requirements Offerors shall provide recent and relevant past performance:

• Recent: Within the last five (5) years

• Relevant: Same or similar services based on size, scope, complexity, and contract type

• Demonstrated Capability- If the offeror does NOT have recent and relevant past performance, the offeror shall provide its ABILITY TO SUCCESSFULLY PERFORM the required service.

The Government may use:

1. Contracting Officer’s personal knowledge of the vendor’s performance

2. Past performance submitted by the vendor

3. Supplier Performance Risk System (SPRS)

4. Contractor Performance Assessment Reporting System (CPARS)

5. COR/TPOC reports or other Government-generated documentation

6. Telephone or email interviews with points of contact

7. Any other reasonable and relevant information available

The Government reserves the right to use any information obtained from any source.

Past Performance Rating Definitions

RATING DEFINITION

ACCEPTABLE

The offeror has recent and relevant past performance demonstrating a satisfactory record, or has no relevant past performance, which is neither favorable nor unfavorable.

UNACCEPTABLE

The offeror has relevant negative past performance indicating performance problems, or fails to provide required past performance information. An Unacceptable rating renders the quotation ineligible for award.

NEUTRAL

No recent/relevant performance record is available, or the record is too limited to permit a meaningful assessment. A Neutral rating is neither favorable nor unfavorable.

NOTE:

If the vendor has no recent or relevant past performance record, or if available information is too limited to permit a meaningful assessment, the vendor will receive a Neutral rating.
