About this opportunity

The USDA Forest Service is soliciting quotations for the Colorado Springs Airtanker Base Electrical Project through Request for Quotation (RFQ) 1240LT26Q0043 to install weatherproof electrical power infrastructure at the loading pits of the Colorado Springs Airtanker Base. The project requires contractors to supply all labor, materials, equipment, and miscellaneous items necessary to install electrical service to support micromotion meters used for retardant loading on agency-contracted air tankers, with all work requiring compliance with applicable Federal, State, and Local codes including Davis-Bacon prevailing wage requirements. Key requirements include installation of a 100-amp three-phase power panel (NEMA 3R or equivalent), a 30KVA NEMA 3R transformer, weatherproof conduit, and two double 110, 15-amp plugs with detachable weatherproof conduit at Pit 1, with an optional identical installation at Pit 2 located approximately 250 feet away. Evaluation will be based on technical approach—assessed through a contractor confidence rating for sound, compliant execution with a detailed 1-3 page narrative and construction schedule—and price. Critical deadlines include April 2, 2026, at 1:00 p.m. CDT for submission of questions to the Contract Specialist and Contracting Officer, and April 22, 2026, at 1:00 p.m. CDT for quote submission via email.

This solicitation is designated as a Total Small Business Set-Aside, with no current incumbents identified in the notice; however, four companies attended the mandatory site visit on March 26, 2026: Freedom Mechanical, Green Electric, Atmosphere LLC, and Foster Electric. The estimated contract value falls between $25,000 and $100,000, classified under NAICS code 238210 (Electrical Contractors) with a small business size standard of $19 million, and bidders must provide a 20% bid guarantee, with additional performance and payment bonds required depending on award amount. The period of performance runs from May 1, 2026, through October 30, 2026, with the contractor required to complete all work by August 30, 2026. Work will be performed at the Colorado Springs Airtanker Base (3475 Bud Breckner Boulevard, Colorado Springs, Colorado 80916), located in a secure area of Colorado Springs Airport where contractor personnel must obtain USFS access authorization and comply with all airport rules and regulations. Work hours are available seven days a week from 0800 to 1800 hours, and the contractor is responsible for daily travel reimbursement and personnel staffing levels commensurate with project scope.
