About this file
This is a Statement of Work (SOW) for the Colorado Springs Airtanker Base Electrical Project issued by the U.S. Department of Agriculture (USDA). The project involves installing electrical power infrastructure at the Colorado Springs Airtanker Base in Colorado Springs, Colorado to support micromotion meters required for retardant loading on agency-contracted air tankers. The base work (CLIN 0001) requires installation of electrical service to Pit 1, including a 100-amp three-phase power panel (NEMA 3R or equivalent), a 30KVA NEMA 3R transformer, necessary feeders, junction boxes, and weatherproof conduit. The contractor must install two double 110, 15-amp plugs with detachable weatherproof conduit at Pit 1, with power running approximately 375 feet from the subpanel. All work must comply with applicable Federal, State, and Local codes, and the contractor is responsible for obtaining all required permits through Pikes Peak Building Department. All conduit must be mounted at least 12 inches above the trench bottom and sized to accommodate future extension to Pit 2, with approximately 30 feet of removable conduit between the containment and grate.
The optional line item (CLIN 1001) covers identical work for Pit 2, located approximately 250 feet from the subpanel, and will only be awarded at the time of base award if funding allows with no additional mobilization costs. The worksite is located in the secure area of Colorado Springs Airport at 3475 Bud Breckner Boulevard; contractor personnel require USFS access authorization and must comply with all airport rules and regulations. Work hours are available seven days a week from 0800 to 1800 hours. The contractor is responsible for daily travel reimbursement and personnel staffing levels commensurate with project scope. Daily progress reports must be communicated via phone and/or email. Data rights and Section 508 compliance are not applicable to this project.

Project Colorado Springs Airtanker Base Electrical Project General Information
1.0 Scope of Work
The purpose of installing electrical power to the loading pits at the Colorado Springs Airtanker Base. Electrical power is needed for micro motions meters which are required by policy for the loading of retardant on the agency contracted air tankers. There needs to be
(2) double 110, 15-amp plug installed at loading pits 1 and 2. All electrical work needs to be weatherproof due to this being an outdoor exposed project. This project is seeking Pit 1 as the Base Item and Pit 2 as an optional item if funding allows. Optional Item 1001 will only be awarded at time of the Base Award.
2.0 Background
The Colorado Springs Airtanker Base located in Colorado Springs; CO needs electrical power on the ramp to power the micromotion meters. Power was not run during the original construction because the location of the retardant loading pits was not finalized until after the retardant plant was installed in the spring of 2025.
