About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 4 seeks a five-year IDIQ firm-fixed-price contract to provide rideshare transportation services for Veterans through the Coatesville VA Medical Center's Compensated Work Therapy program, with proposals due September 22, 2026 and questions closing September 18. The procurement is set-aside for small businesses.
Place of performance is Coatesville, Pennsylvania, with service delivery across Chester, Montgomery, Delaware, and Lancaster Counties, Pennsylvania, and possible extension to Delaware and New Jersey. The contractor must provide transportation services seven days per week, 24 hours per day, 365 days per year, supporting Veterans attending work and vocational appointments for up to four consecutive weeks per episode. Service is required primarily between 4:00 a.m. and 9:00 p.m. Monday through Friday, with demand estimated at approximately four trips per weekday during business hours and additional off-hours trips. Individual trips average 10–25 miles, with occasional longer trips of 25–75 miles.
The contract period runs September 29, 2026 through September 28, 2031. The IDIQ structure carries a guaranteed minimum of $5,000 and a maximum ceiling of $1,000,000. Pricing consists of three CLINs: CLIN 0001 for one-way ride service fee (13,350 estimated units); CLIN 0002 for emergency one-way ride service (100 estimated units, defined as rides booked with less than 72 hours advance notice or scheduled after 6:00 p.m. with a three-hour response window); and CLIN 0003 for reimbursement of actual rideshare costs (estimated $300,000 over five years, approximately $60,000 annually).
The contractor may operate company vehicles, use third-party providers such as Uber and Lyft, or engage subcontractors. Vehicles must be sedans (gas or electric) with no age restriction; wheelchair-accessible vehicles are not required. Commercial auto liability insurance must cover not less than $200,000 per person and $500,000 per occurrence for bodily injury, and $20,000 per occurrence for property damage. Service Contract Act prevailing wages apply across the Pennsylvania service counties. Evaluation criteria weight past performance and price comparatively. The NAICS code is 485310, Taxi and Ridesharing Services; PSC is V226, Taxicab.
