About this file
This is Amendment 0003 to solicitation 36C24426Q0953, issued by the Department of Veterans Affairs Network Contracting Office (Pittsburgh, PA), containing Questions and Answers Set 3 for the Coatesville VAMC Veteran Ride Share Transportation Service.
The amendment clarifies critical contract terms for an IDIQ transportation service contract supporting the Compensated Work Therapy/VETI program. An emergency ride is defined as transportation booked with less than 72 hours advance notice or scheduled after 6:00 PM with a three-hour response window, billable under CLIN 0002. The modified price schedule from Amendment 0001 is the only applicable pricing structure and must be used regardless of whether the contractor uses company-operated vehicles or third-party providers (Uber, Lyft, etc.). For company-operated vehicles, CLINs 0001 and 0002 represent booking fees; CLIN 0003 reimburses actual transportation costs up to $60,000 per year/$300,000 over five years and must include comparative pricing analysis against ride-share providers. Service Contract Labor Standards and applicable wage determinations apply to the Pennsylvania service area (Chester, Montgomery, Delaware, Lancaster Counties) and authorized transportation into Delaware or New Jersey. The contract carries no guaranteed minimum payment or minimum ride commitment. Veterans may be accompanied by one support person and may use common mobility aids (canes, walkers, foldable wheelchairs, service animals) in standard vehicles; no wheelchair-accessible vehicles are required. The contractor may add or replace transportation providers with prior notification to VA. Confirmation of scheduled rides via email to the designated VA POC at least 24 hours before travel satisfies contractual requirements, and any trip-related expenses not identified in the Performance Work Statement require prior Contracting Officer approval before costs are incurred.

Questions and Answers Set 3
1. Emergency Ride Definition — CLIN 0002 - The amended Price Schedule identifies CLIN 0002 as “Service Fee for One Way Emergency Ride.” Please clarify the criteria for determining whether a transportation request should be billed under CLIN 0002 rather than CLIN 0001. Specifically, please confirm whether an emergency ride is defined by the amount of advance notice, the requested time of service, an urgent Veteran/program need, or another standard.
An emergency ride is defined by the amount of advance notice and booking the ride less than 72hrs. Please see PWS 4.1.5.
2. Service Contract Labor Standards / Wage Determination - Please confirm whether the Service Contract Labor Standards apply to this requirement under the amended pricing structure. If applicable, please identify the wage determination(s) that apply to services performed in the primary Pennsylvania service area, including Chester, Montgomery, Delaware, and Lancaster Counties, as well as any authorized transportation into Delaware or New Jersey.
Yes, wage determinations would apply.
3. Business Associate Agreement - The Business Associate Agreement template includes a reference to “National Jewish Health” in a breach-notification carve-out. Please confirm whether this reference is intentional. If it is not intentional, please advise whether the Government will issue a corrected Business Associate Agreement identifying the appropriate VA covered entity before quotation submission.
Yes, an updated BAA has been included. This was done in error and a corrected copy has been included.
4. FAR 52.216-19 — Order Limitations (Optional) - FAR 52.216-19(b)(1) references an amount of “$200,00.00.” Please confirm whether the intended amount is $200,000.00.
The correct amount is $200,000.00.
5. Company-Operated Vehicles - When the contractor uses its own company vehicle and driver, should the contractor use the original Price Schedule, including the flat rate for the first 10 miles, additional mileage after 10 miles, wait time, and emergency transportation charges?
No. Please use the updated Price schedule from Amendment 0001.
6. Uber/Lyft or Third-Party Providers - When the contractor uses Uber, Lyft, or another third-party transportation provider, should the contractor use the modified Price Schedule, where CLIN 0001/0002 represents the contractor’s service fee and CLIN 0003 reimburses the actual transportation cost?
The modified price schedule from Amendment 0001 is the only price schedule that should be used.
7. Proposal Pricing - If the contractor plans to use a combination of both methods—for example, approximately 80% company-operated vehicles and 20% Uber/Lyft or other transportation providers—should the offeror submit both Price Schedules with the proposal, or should only the modified Price Schedule be submitted?
The modified price schedule from Amendment 0001 is the only price schedule that should be used.
8. Q&A Set 1 confirms that the contractor may use its own vehicles and drivers, and Q&A Set 2 confirms that a subcontractor's invoiced transportation cost may be reimbursed under CLIN 0003. For transportation performed directly by the Prime Contractor using its own vehicle and driver, please clarify how the reimbursable transportation cost under CLIN 0003 should be established and documented. May the Prime Contractor invoice its customary fixed commercial trip rate, or is reimbursement limited to underlying direct-cost components such as driver labor, mileage, fuel, tolls, and vehicle expense? For advance-scheduled trips, should the Prime Contractor's own transportation rate also be included in the comparative pricing analysis required by PWS 4.1.3?
CLIN0003 should include all expenses related to performing the services required under the PWS. This CLIN shall not exceed $60,000 per year/ $300,000 for the full 5 years. For quote submission please provide your company’s customary commercial fixed prices for a regular and emergency scheduled service. Reimbursement when subcontractor services are utilized should be actual cost. CLINs 0001 and 0002 are specifically for booking Fees.
All advanced scheduled trips should have comparative analysis between standard and ride-share companies.
9. Section B.2 identifies an IDIQ Contract Minimum of $5,000, while Q&A Set 2 states that there is no guaranteed minimum number of rides or minimum payment. Please confirm whether the resulting IDIQ contract carries a guaranteed $5,000 contract minimum or no guaranteed minimum payment.
This was corrected in amendment 0001. The minimum and maximum were removed and not applicable.
10. The PWS identifies transportation requested within 0-48 hours of travel as Emergency Transport, while Q&A Set 2 also describes an emergency transport as transportation after 6:00 p.m. with a three-hour response window. Please clarify when CLIN 0002 applies: to all requests received within 0-48 hours of transportation, or only to qualifying after-hours requests subject to the three-hour response window.
PWS 4.1.5 The VA shall have the ability to request travel emergency transport upon request within 0-48 hours.
Transports scheduled after 6:00 PM shall be considered and billed under emergency transport. Transports scheduled 0-48 hours prior to transport are considered Emergency Transports.
11. PWS 4.1.4 requires confirmation of scheduled rides to the designated VA POC at least 24 hours before requested travel. When transportation is arranged through a rideshare/TNC platform where an individual driver may not be assigned until closer to pickup, does confirmation of the reservation through the transportation platform satisfy this requirement, or must a specific driver and vehicle be assigned at least 24 hours before pickup?
Confirmation of the reservation via email satisfies the requirement.
12. When transportation is fulfilled through a rideshare/TNC platform and the individual driver is dynamically assigned by the platform, please clarify which VA-specific personnel, privacy, information-security, background/suitability, and training requirements apply to the individual driver. Where the driver does not access VA information systems and receives only the minimum information necessary to complete the ride, may the contractor rely on the transportation platform's driver screening, insurance, security controls, and trip records?
This does not apply to the individual driver provided they do not have personal information. The privacy, suitability, and training requirement applies to the company providing the service.
13. Beyond the contractual QASP requirements, what operational or program outcomes does Coatesville VAMC consider most important in determining whether the VETI transportation initiative is successful? For example, does VA evaluate completed-trip percentage, on-time performance, missed or cancelled trips, Veteran satisfaction, vocational-program attendance, employment continuity, reduction in transportation barriers, or reduction in transportation activity performed by CWT staff? If available, can VA provide any existing baseline measures or performance goals?
The VA POC will be utilizing the performance levels indicated in the QASP.
14. Without requesting proprietary or source-selection-sensitive information regarding any current or prior contractor, can VA identify practices or aspects of the existing transportation model that have worked particularly well and should be maintained, as well as operational lessons learned, recurring service challenges, or areas VA would like improved under the new contract? Examples may include driver availability, suburban or rural coverage, early-morning or after-hours service, cancellations, no-shows, communication, trip monitoring, transportation-provider availability, reconciliation, and responsiveness to CWT staff.
Any previous lessons learned and improvements were built into the PWS requirements.
15. VA has provided average historical trip volume and indicated that demand may exceed ten trips in a day. For capacity-planning purposes, can VA provide information regarding peak concurrent demand, such as the typical or maximum number of rides that may need to be performed simultaneously or within the same one-hour period, particularly during morning and afternoon work-related travel periods?
The actual number of rides requested may vary based on Veterans appointments, cancellations, scheduling patterns, and other operational factors. The contractor should be prepared to accommodate multiple concurrent requests based on actual daily demand and schedule transportation needs.
16. Is ordering under the resulting IDIQ limited exclusively to the Compensated Work Therapy/VETI program described in the PWS, or could other Coatesville VAMC programs utilize the contract for transportation requirements that fall within the resulting contract's scope? Additionally, while wheelchair-accessible vehicles are not required for the current ambulatory transportation requirement, does VA anticipate separate or future transportation requirements for wheelchair-accessible vehicles, other accessible vehicle types, or Veterans requiring higher levels of mobility accommodation during the five-year ordering period?
Yes, ordering under the resulting IDIQ is limited exclusively to the Compensated Work Therapy/VETI program described in the PWS.
At this time, no wheelchair-accessible vehicles are required and the VA does not anticipate them to be required under this contract.
17. Q&A Set 2 states that surge pricing, wait time, and cancellation charges are reimbursable under CLIN 0003 when itemized and that such expenses may require POC approval. Please clarify which categories of trip-related expenses require POC approval, whether approval must be obtained before the cost is incurred, who is authorized to provide approval, and whether approval may be documented electronically through email or other agreed dispatch records.
Any trip related expense not identified in the PWS will require approval. All approvals must be authorized by the Contracting Officer prior to costs being incurred. Any additional work not specified in the PWS is not acceptable unless the contract modification is executed by the Contracting Officer.
18. During the five-year ordering period, may the contractor add, replace, or discontinue transportation providers, taxi companies, subcontracted transportation companies, or TNC/rideshare platform partners in order to maintain coverage, pricing competitiveness, and service reliability? If so, what notification, documentation, or Contracting Officer/POC approval is required before a new transportation provider may begin servicing trips?
Yes. The contract is with the service provider and not the individual driver or subcontractor. Prior notification to the VA would be acceptable, however, not required.
19. The current requirement identifies Veterans as ambulatory and states that transportation is curb-to-curb. For trip planning and vehicle selection, please clarify whether the anticipated rider population may include Veterans who use foldable wheelchairs, walkers, canes, service animals, or other mobility aids that can be accommodated without a wheelchair-accessible vehicle. Additionally, may an authorized caregiver, family member, companion, or other support person accompany the Veteran when approved by VA, and if so, should that information be included with the transportation request?
Yes, the contractor should be prepared to accommodate Veterans using common mobility aid provided the veteran can safely enter and exit a vehicle, the mobility device can be safely secured and stored within the vehicle as well as when traveling with service animals. However, no wheelchair accessibility is required.
Yes, Veterans are allowed to be accompanied by one support person.
