About this file
This is Amendment 0002 (QA Set 2) to solicitation 36C24426Q0953 for Coatesville VAMC Veteran Ride Share Transportation Service, issued by the Department of Veterans Affairs Network Contracting Office 4 in Pittsburgh, Pennsylvania. The amendment provides 28 questions and answers clarifying service requirements, pricing, and operational parameters for a five-year transportation contract supporting the Coatesville VA Medical Center's Compensated Work Therapy program.
The service involves providing transportation for Veterans to and from work and vocational appointments for up to four consecutive weeks per episode of care, primarily across Chester, Montgomery, Delaware, and Lancaster Counties in Pennsylvania, with possible extensions into Delaware and New Jersey. Service is required 24/7/365 at customary scheduling, with historical demand averaging four trips per weekday during business hours (4:00 a.m. to 9:00 p.m.) and four trips per week outside normal hours. Most trips range from 10-25 miles, with an average of two longer trips per week (25-75 miles). The contract uses three CLINs: CLIN 0001/0002 for scheduling service fees (averaged over five years with allowances for wage and benefit increases per FAR 52.222-43) and CLIN 0003 for all trip reimbursements including mileage, fuel, tolls, wait time, and related expenses. Vehicles must be sedans (gas or electric) for ambulatory Veterans with no vehicle age restrictions. The contractor must submit itemized monthly invoices and obtain POC approval before exceeding authorized funding limits. No guaranteed minimum payment applies, staging of vehicles on VA property is prohibited, curb-to-curb service is required with no driver escort assistance, and all payments flow through the prime contractor regardless of subcontractor use.

The purpose of this Amendment is to add QA Set 2.
Please see continuation page.
Question & Answers Set 2
1. For a ride performed by a properly licensed and insured transportation subcontractor, may the subcontractor’s invoiced fixed ride rate be treated as the reimbursable trip cost under CLIN 0003?
Yes. All trip expenses will be reimbursed under CLIN0003. All invoicing is to be submitted by the Prime Contractor and will be paid to the Prime. The Prime pays the Subcontractor.
2. Alternatively, must reimbursement be calculated using underlying cost components such as driver labor, mileage, fuel, tolls, and vehicle expenses?
Yes. All trip expenses will be reimbursed under CLIN0003.
3. Please also confirm what supporting documentation will be required for reimbursement of contractor-operated or subcontractor-operated rides under CLIN 0003.
An itemized invoice per the PWS is required for reimbursement.
4. Because the revised price schedule removes the separate wait-time CLIN, please confirm whether authorized wait-time expenses should be included in the CLIN 0001 or CLIN 0002 service fee, or reimbursed as part of the CLIN 0003 trip cost.
For clarification, CLINs 0001/0002 are for the service fee of scheduling trips. All additional costs associated with each trip will be reimbursed under CLIN0003. Authorized wait-time expenses should be included under CLIN0003. VA is asking for a customary 5 min wait time for pick-ups.
5. Geographic Scope & Annual Volume: Is performance restricted to Coatesville, PA, or does the service area extend to surrounding regions in Pennsylvania, New Jersey, and Delaware? Additionally, what is the estimated annual trip volume?
Per D.1 Performance Work Statement, #1 Scope of Work: The purpose of this Performance Work Statement (PWS) is to provide transportation for Veterans to and from work and related vocational appointments for up to 4 consecutive weeks per episode of care as requested by the Coatesville VAMC (CVAMC) Compensated Work Therapy (CWT) program staff. Transportation for the Veterans would be performed primarily in Pennsylvania (Chester, Montgomery, Delaware, and Lancaster Counties) and with the possibility of Delaware and New Jersey.
Per D.1 Performance Work Statement, #3 Travel: “Historically, Coatesville VA Medical Center averages four trips per weekday during normal business hours (Monday through Friday). Needs will vary based on demand and the number of trips can exceed 10 per day. Additionally, averages four trips per week outside of normal business hours, including nights, weekends, and holidays. Most trips average 10 – 25 miles, with an average of two trips per week between 25 and 75 miles when transporting beneficiaries.”
6. Hours of Operation: Is service required 24/7/365 (including federal holidays), or are there standard operating hours and specific days of service?
This service is scheduled on an as needed basis as per the PWS. See D.1 PWS #3 Travel. “Contractor shall provide transportation services seven (7) days per week (including holidays and off business hours), twenty-four (24) hours per day, three hundred sixty-five (365) days per year, for the term of this contract, to include all holidays.” The majority of trips will be between 4:00 a.m. and 9:00 p.m. Monday through Friday.”
7. Dispatch & On-Site Availability: Will vehicles and drivers be required to stage on-site for immediate dispatch, or will trips be scheduled in advance?
Unless there is an emergency requirement the trips will be scheduled in advance. Please see the PWS. There will be no staging of vehicles on VA property.
8. Call Volume: What is the estimated daily volume of service requests or calls?
Per D.1 Performance Work Statement, #3 Travel:
Reference Question #5 above.
9. Daily Fleet & Staging Requirements: How many vehicles and drivers are required on-site daily, and at which specific pickup or staging locations?
The pickup and drop-off locations will be established by Coatesville VAMC at time of scheduling. There will be no “staging locations”. Please reference PWS for additional information and Question #5 above.
10. Wait Times & Arrival Windows: Are there mandatory early arrival standards (e.g., arriving 30 minutes prior to scheduled pickup time) or required wait-time protocols for drivers?
VA is asking for a customary 5 min wait time for pick-ups.
11. Vehicle Specifications: What specific vehicle types are required or permitted (e.g., Wheelchair Accessible Vehicles [WAV], Sedans, SUVs, Vans, EVs)?
Please reference the PWS. Sedans (gas and/or EVs) are permitted as these are to transport ambulatory Veterans.
12. Vehicle Age Limits: What is the maximum acceptable vehicle age or minimum model year requirement for the fleet?
There is no maximum acceptable vehicle age or minimum model year.
13. Insurance Requirements: Could you confirm the specific commercial auto liability limits and coverage levels required for operating vehicles under this contract?
Please see Q&A set 1 amendment, question 5, VAAR 852.228-71.
14. Ride volume: How many rides are expected monthly? Can you provide last year’s trip counts, average mileage, fares, and after-hours usage?
Please see Price Schedule as it shows the average trips that are required over the contracted 5-yr period. Reference Question #5 above.
15. Guaranteed payment: Is there a guaranteed minimum number of rides or minimum payment?
No, there is no guaranteed minimum number of rides or minimum payment.
16. Dispatcher coverage: Is a live dispatcher required 24/7, or is after-hours on-call coverage acceptable?
Per D.1 Performance Work Statement, #3 Travel:
Contractor shall provide the Coatesville VA Medical Center with the communication method of contacting the Contractor on a twenty-four (24) hour per day basis. The Program POC (POC) shall notify the Contractor if the proposed method of communication is not acceptable.
Reference Question #5 above.
17. Emergency rides: What qualifies as an emergency ride, and how quickly must the passenger be picked up?
See PWS 4.1 Rideshare Scheduling Services.
Transports scheduled 0-48 hours prior to transport are considered Emergency Transports.
An emergency transport is defined as the first 10 miles after 6pm with a 3-hour response window.
18. Cancellations: Are service fees payable for cancellations, passenger no-shows, and rebooking?
Service Fees are paid for cancellations, no-shows, and rebooking.
19. Ride expenses: Are tolls, surge pricing, waiting time, booking fees, and cancellation charges reimbursed under CLIN 0003?
Booking Fees / Services Fees are part of CLINs 0001/0002.
Surge pricing, wait time, cancellation charges are part of CLIN0003 reimbursement but must be itemized on invoicing. May require POC approval.
20. Funding limit: What happens if ride costs exceed the annual reimbursement budget? Must the contractor continue arranging rides before additional funding is authorized?
Funding must be authorized before additional rides are arranged. See section 4.2 Invoicing Instructions of the PWS.
21. Five-year pricing: Must service fees remain unchanged for all five years? Are adjustments allowed for required wage and benefit increases?
The Price Schedule is asking for an average pricing for CLINs 0001/0002 over the 5-year period. These prices can increase due to wage and benefit increase. This adjustment must be requested annually and in accordance with FAR 52.222-43.
22. Labor rates: Which wage determination, dispatcher pay rate, and required benefits apply?
Labor rates are based on the Wage Determination assigned to the coverage area.
23. Backup transportation: What must Vendor do when Uber/Lyft drivers are unavailable, and who approves higher-cost alternatives?
POC assigned to this contract service will approve all funding requirements.
24. Insurance: What insurance must Vendor carry if it only coordinates rides and does not operate vehicles?
Please see Q&A set 1 amendment, question 5, VAAR 852.228-71.
25. Software and privacy: What software and security measures are required to handle Veteran information? What systems will the VA provide?
Please reference the PWS VA Handbook references for software and security requirements. VA does not provide systems. VA will work with the Awardee to utilize their systems to order rides.
26. Subcontracting: What work must Vendor perform itself when transportation is provided by Uber/Lyft or other subcontractors? Do reimbursed fares count toward any subcontracting limit?
All contract payments go through the Prime contractor. VA does not pay Subcontractors.
27. Invoicing: How often may Vendor invoice, what supporting records are required, and how soon will payment be made?
Invoices must be submitted monthly per Section B.1.3. See also section 4.2 Invoicing Instructions of the PWS.
28. Escort / Assistance: Is transportation curb-to-curb for Veterans who can travel independently, or must drivers provide door-to-door assistance or escorts? Who determines whether a Veteran can safely use standard rideshare transportation?
VA determines if a Veteran can safely use standard rideshare. Escort / Assistance is not required. This requirement is curb-to-curb service.
