Interested vendors must respond to a Sources Sought Questionnaire by March 19, 2026, at 2:00 PM EST, submitting responses to J2gregory@bop.gov, with all future acquisition information to be distributed through sam.gov. No set-aside designations have been applied to this procurement opportunity, and no current contractor information is disclosed in this pre-solicitation notice. The contract is anticipated to consist of a base year plus four 12-month option periods for renewal, with pricing to be based on Medicare reimbursement methodologies as benchmarks, allowing offerors to propose discounts or premiums to established rates. Estimated annual service requirements include approximately 170 inpatient days, 210 outpatient visits, 104 general physician visits of eight hours each, 52 additional general physician visits of eight hours each, and 12 optometrist sessions of eight hours each. Medicare pricing will utilize Basic MS-DRG rates for the San Juan-Bayamon-Caguas Puerto Rico Core-Based Statistical Area (CBSA 41980) under Part A and Payment Locality 20 rates for Part B services. While no specific dollar value is disclosed in this pre-solicitation notice, vendors should be prepared to demonstrate their capability to deliver medical services meeting federal prison healthcare standards and to initiate service delivery following contract award.
