The Department of the Interior National Park Service Pacific West Region seeks mechanical sand relocation and maintenance services at Ocean Beach in Golden Gate National Recreation Area, San Francisco, California, with quotes due May 7 at 5:00 PM Pacific Daylight Time. This is a 100% Total Small Business Set Aside under NAICS 562910 (Remediation Services).

Place of performance is Ocean Beach, San Francisco, California. The contractor must mechanically push accumulated sand westward from the O'Shaughnessy Seawall a minimum of 300 feet from stairwells 1-10 and 400 feet from stairwells 11-15, covering the beach zone between stairwells 1-15. Work must be completed within 90 calendar days from purchase order issuance, with the preferred performance window of May 11 through August 31, 2026. Services are limited to 7:00 AM–6:00 PM, Monday through Friday during daylight hours only; weekend and holiday work requires Contracting Officer Representative approval. The contractor shall provide all personnel, supervision, equipment, vehicles, tools, fuel, materials, safety barricades, spill containment kits, portable sanitation facilities, and traffic delineators. Work must comply with OSHA 29 CFR 1926, ANSI PPE standards, EPA environmental requirements, 40 CFR equipment regulations, and 49 CFR vehicle safety standards. The contractor is responsible for obtaining all utility locates. Mandatory site visit attendance is required prior to quote submission.

The contract is firm fixed price with five lump-sum line items: Mobilization/Preconstruction Activities/Demobilization; Mechanical Sand Relocation and Grading for Stairwells 1-5 (approximately 300 feet); Stairwells 6-10 (approximately 300 feet); Stairwells 11-15 (approximately 400 feet); and Visitor Safety Controls/Barricades/Environmental Protection Measures. Award will be made to the quoter providing best value based on price, relevant experience with similar construction projects over the past three years, past performance using provided references, and current validity of California Contractor State License. Service Contract Act wage rates (WD 2015-5637, Revision 31, effective December 3, 2025) apply to work performed in San Francisco and San Mateo Counties. Amendment 002, effective May 4, 2026, addresses 14 vendor questions and clarifies laydown area location, equipment access, work completion timeframe, and other operational details.
