Performance Work Statement
Sand Management at Ocean Beach
National Park Service, Golden Gate National Recreation Area
PART 1 – GENERAL
ITEM 1 – DESCRIPTION OF SERVICES
1.1 Background
Since the 1970s, natural littoral drift processes and anthropogenic influences have caused progressive widening of the northern reach of Ocean Beach within the Golden Gate National
Recreation Area. Wind-driven sand transport has resulted in persistent accumulation of sand against the O’Shaughnessy Seawall, periodically overtopping the structure, encroaching into stairwells, the promenade, adjacent parking areas, the Great Highway, and neighboring communities. These conditions adversely affect public access, visitor safety, and maintenance operations.
This requirement is for recurring sand management services necessary to maintain safe visitor access and reduce excessive sand accumulation along the seawall and adjacent public access areas.
1.2 Services Covered by the Contract
Project Location:
Ocean Beach
Golden Gate National Recreation Area
San Francisco, California
Work areas include the beach zone between Stairwells 1 through 15 (Base Bid).
Scope of Services The Contractor shall provide all personnel, supervision, equipment, vehicles, tools, fuel, materials, and incidentals necessary to perform sand management services consisting of mechanical relocation of beach sand away from the O’Shaughnessy Seawall. Sand shall be graded from the base elevation at the first step of the seawall and pushed westward a minimum distance of 300 feet from stairwell 1-10 and 400 feet from stairwell10-15 at a uniform, flat grade.
Services include but are not limited to:
• Mobilization and operation of heavy equipment suitable for beach environments
• Mechanical pushing and redistribution of sand within the beach system
• Maintaining required grading tolerances and distances
• Establishing visitor safety controls during operations
• Providing environmental protection measures
• Daily housekeeping of work areas
• Coordination with COR for inspection and service verification
Sand shall be redistributed:
• Minimum 300 feet from stairwells 1–10
• Minimum 400 feet from stairwells 10–15
All services shall be performed under a Firm Fixed Price service contract.
Period of Performance
The period of performance shall be 90 calendar days from issuance of the purchase order.
Preferred performance window:
May 11, 2026 – August 31, 2026
ITEM 2 – EXISTING UTILITIES
2.1 Utility Coordination
Although utilities are not expected within the beach work zone, the Contractor shall remain responsible for identifying visible utilities and coordinating with the COR when working near promenade infrastructure.
2.2 Utility Damage
Contractor shall be responsible for preventing damage to utilities and government infrastructure.
Any damage shall be immediately reported and repaired at Contractor expense.
ITEM 3 – CONTRACTOR USE OF SITE
3.1 Conduct of Operations
Contractor shall conduct operations in accordance with:
National Park Service regulations
Park Superintendent Compendium
Federal, State, and Local laws
Contractor operations shall minimize disruption to visitors and park operations.
3.2 Service Hours
Authorized service hours:
7:00 AM – 6:00 PM
Monday through Friday
Daylight hours only
Weekend or holiday work requires COR approval.
3.3 Site Restrictions
Contractor shall:
• Operate only within designated service areas
• Use of adjacent parking areas requires permits from the City and County of San Francisco
• Use only necessary equipment on the beach
• Not fuel equipment on the beach
• Maintain clear emergency access routes
3.4 Equipment Staging
Equipment staging must be approved by the COR.
• Secure equipment daily
• Implement spill containment measures
• Use drip pans and heavy plastic protection
• Maintain equipment in good operating condition
3.5 Protection of Historic Structures
The O’Shaughnessy Seawall and promenade are historic resources.
• Avoid contact damage
• Not anchor or modify structures
• Immediately report damage
• Repair damage at Contractor expense
3.6 Housekeeping
Contractor shall maintain work areas in clean condition at all times.
Contractor shall:
• Remove trash daily
• Properly dispose of waste
• Prevent debris accumulation
• Maintain safe conditions for visitors
ITEM 4 – COMMENCEMENT AND
PERFORMANCE OF SERVICES
Contractor shall perform services in accordance with the approved Service Schedule.
Contractor shall:
• Maintain adequate staffing
• Perform services safely and efficiently
• Meet performance standards
ITEM 5 – EXAMINATION OF SITE CONDITIONS
All offerors are required to attend a site visit prior to submitting quotes.
Contractor shall be responsible for understanding:
• Beach conditions
• Access constraints
• Equipment limitations
• Environmental restrictions
No additional compensation will be provided for observable site conditions.
ITEM 6 – APPLICABLE STANDARDS
Services shall comply with:
OSHA 29 CFR 1926
ANSI PPE standards
EPA environmental requirements
40 CFR equipment regulations
49 CFR vehicle safety standards
ITEM 7 – SAFETY REQUIREMENTS
7.1 Site Specific Safety Plan
Contractor shall submit a Site Specific Safety Plan (SSSP) prior to starting services.
Plan shall address:
• Heavy equipment operations
• Public safety controls
• Beach hazards
• Emergency procedures
• Spill response
7.2 Meetings
Contractor shall conduct:
Weekly safety meetings
Bi-weekly coordination meetings with COR
7.3 PPE Requirements
Personnel shall wear:
High visibility clothing
Safety footwear
Hard hats where required
Eye protection
All PPE must meet ANSI requirements.
ITEM 8 – PRE-SERVICE CONFERENCE
A pre-service conference will be conducted prior to beginning services.
Topics may include:
Roles and responsibilities
Safety procedures
Service schedule
Environmental requirements
Quality expectations
Communication procedures
Attendance by Contractor Project Manager is required.
ITEM 9 – REQUIRED SUBMITTALS
Submit prior to service start:
Service Work Schedule
Equipment List
CARB compliance documentation
Site Specific Safety Plan
Spill Response Plan
Quality Control Plan
ITEM 10 – CONTRACTOR PROVIDED
SERVICES
Contractor shall provide:
Portable sanitation facilities
Safety barricades
Spill containment kits
Equipment maintenance
Traffic cones and delineators
Government will not provide equipment or materials.
ITEM 11 – SERVICE COMPLETION
11.1 Final Cleanup
Remove equipment
Remove temporary facilities
Remove debris
Restore disturbed areas
11.2 Final Inspection
Contractor shall request final inspection upon completion of services.
Contractor shall correct deficiencies identified by COR.
11.3 Acceptance
Services will be considered complete upon COR verification that performance standards have been met.
Final acceptance will be issued after satisfactory completion.
