About this opportunity

The Federal Bureau of Prisons at Federal Correctional Institution Pekin seeks Illinois Class B Water Testing Services through an RFQ with a proposal due date of December 19, 2025, at 4:00 PM Central Standard Time. This is a 100% small business set-aside.

Place of performance is North Pekin, Illinois. The procurement requires a valid IEPA Class B Water Operator's License, which is a screen-out factor; all offerors lacking this license will be eliminated from consideration. The contractor must collect water samples, conduct IEPA Bac-T water testing, complete required paperwork, and submit results to the Illinois Environmental Protection Agency. Work involves one monthly testing session typically scheduled between 7:30 a.m. and 3:30 p.m. The contractor must comply with strict security requirements, including background investigations (NCIC, DOJ-99, fingerprint, and law enforcement agency checks), identity proofing, and adherence to institution security protocols.

The contract structure is an indefinite delivery/requirements contract with firm fixed unit prices. The base year period and option year periods are TBD at the time of award. The solicitation estimates twelve testing sessions for the base year and each of the four option years, with a possible six-month extension for an additional six sessions. A session equals one month of testing. The NAICS code is 221310, Water Supply and Irrigation Systems; the PSC is B533, Special Studies/Analysis–Water Quality.

Award evaluation is based on price, past performance, and possession of a valid IEPA Class B Water Operator's License, with price weighted higher than past performance. Offerors must submit the completed SF-1449, a copy of their IEPA Class B Water Operator's license, current liability insurance, and a completed business management questionnaire. Registration in SAM.gov is mandatory.
