About this opportunity

The Bureau of Prisons Field Acquisition Office is soliciting for Federal Correctional Institution Oxford to remove existing water softeners and install a centralized water softener system, with responses due December 4, 2026 at 4:00 p.m. The solicitation (15BBNF26Q00000039) carries a Total Small Business set-aside and intends a single award to a responsible entity.

Work is performed at FCI Oxford, 350 Elk Avenue, Oxford, Wisconsin, with the place of performance listed as Grand Marsh, WI 53936. The contractor furnishes all equipment, labor, materials, and incidentals. The brine tank and softener are installed at the water tower, treating water directly off the main, so no bagged salt is delivered weekly. The NAICS code is 221310, Water Supply and Irrigation Systems, and the PSC is Z1AZ.

Per the Instructions to Offerors, submissions must include three separately identified items emailed to rcalandra@bop.gov: a completed SF 1449 (Page 1 Block 17a with offeror name, email, UEI, and phone; Blocks 30a through 30c; and the proposed price on Page 4), a completed SF 24 Bid Bond, which may be emailed with the seal visible, and a summary of the technical process and methodology tied to the Statement of Work. Any offer missing a required item is unresponsive and rejected. The instructions state no pre-bid site visit will be conducted. Ronald Calandra is the point of contact.

Evaluation uses Lowest Price Technically Acceptable source selection under FAR 15.101-2.

The RFQ summary describes a firm fixed-price, single-job contract valued between $250,000 and $500,000, requiring performance and payment bonds equal to 100 percent of the contract price. Required coverage includes workers' compensation of $100,000, comprehensive general liability of $500,000 per occurrence for bodily injury, and comprehensive automobile liability of $200,000 per person, $500,000 per occurrence for bodily injury, and $20,000 per occurrence for property damage. Attachment 2 is a Wisconsin heavy construction wage determination, and the contract incorporates FAR construction labor standards clauses. Payment is directed to Brooke Ruesink at FCI Oxford, PO Box 500, Oxford, WI 53952.

Notice text

The Federal Bureau of Prisons (FBOP) and the Federal Correctional Institution Oxford located at 350 Elk Avenue, Oxford, Wisconsin, intend to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals to remove existing water softeners and install a new centralized water softener for the entire Institution.

Awarded Contractor shall provide materials, labor, and equipment to remove existing water softeners, pipe through and install a new centralized water softener and all associated components. FCI Oxford currently has several commercial-grade water softeners which are failing to efficiently reduce water hardness and protect water systems, as well as connected equipment. The new centralized system should improve water quality, minimize calcium buildup, and extend the service life of plumbing infrastructure and appliances. The contractor would place a brine tank and softener to be installed at the water tower. Water would be treated right off the water main, therefore there would be no need for bagged salt to be brought in weekly.
