Firms must submit electronic SF 330 proposals via DoD Safe no later than 11:00 AM EST on February 19, 2026, with the DoD Safe access request deadline of February 16, 2026. Eligible contractors must be registered in the System for Award Management (SAM) and demonstrate specialized experience and technical competence through up to seven example projects completed within the last eight years. Selection will be based on five evaluation factors in descending order of importance: specialized experience and technical competence, professional qualifications of key personnel, past performance, capacity to perform up to three task orders annually with aggregate value up to $2.5 million, and knowledge of locality. The combined contract capacity is $60 million shared among all four awarded firms, with each contract including a $5,000 minimum guarantee order and a maximum individual task order value of $15 million, with a base ordering period of five years plus an optional six-month extension.

The purpose of Amendment 0001 is to extend the SF 330 submission date from 11:00 AM EST on 03 February 2026 to 11:00 AM EST on 17 February 2026. This is due to delays in responding to Requests for Information (RFI). Responses are anticipated to be submitted by early next week. Another amendment will be issued at that time which will provide official RFI responses and a revised synopsis.The synopsis and request for SF 330s for this requirement is attached.
