Each contract will include a $5,000 minimum guarantee order, with a maximum individual task order value of $15 million. Work will be primarily within the North Atlantic Division's mission area in the contiguous United States. The NAICS code is 541330 (Engineering Services) with a small business size standard of $25.5 million. Firms must be registered in SAM and proposals must be submitted electronically via DoD Safe no later than 11:00 AM EST on 19 February 2026, with a request for DoD Safe access due by 16 February 2026.

Selection will be based on five primary criteria listed in descending order of importance: (1) Specialized Experience and Technical Competence in civil works projects and related technical services; (2) Professional Qualifications of key personnel including Project Manager, Civil Engineer, Hydraulic Engineer, Coastal Engineer, Geotechnical Engineer, Geologist, Structural Engineer, Mechanical Engineer, Electrical Engineer, Environmental Engineer, Land Surveyor, Hydrographic Surveyor, Geospatial Specialist, Architect, Landscape Architect, Certified Value Specialist, Risk Analysis Facilitator, and Cost Estimator; (3) Past Performance on government and private contracts; (4) Capacity to perform up to three (3) task orders annually with aggregate value up to $2.5 million; and (5) Knowledge of the Locality. Secondary factors (Geographic Proximity and Equitable Distribution of Work) will only be used as tiebreakers among technically equal firms. Firms must submit SF 330 proposals (maximum 125 pages for Part I including no more than 20 pages for Section H) with a maximum of seven (7) completed projects from the last eight (8) years demonstrating relevant experience. All projects must be completed by the proposed office or team member managing the work. CPARS evaluations or Past Performance Questionnaires must be submitted as appendices for Factor 3 evaluation.

Title: Civil Works Multi-Discipline Architect/Engineer (A/E) Multiple Award Task Order Contract (MATOC)

Description:

(1) CONTRACT INFORMATION: The U.S. Army Corps of Engineers (USACE) Baltimore District (NAB) plans to award a target of four (4) Architect/Engineer (A/E) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts comprising of one (1) Multiple Award Task Order Contract (MATOC) for A/E services. This will be a total small business set-aside. It will not be set aside for any specific socioeconomic category (WOSB, SDVOSB, 8(a), HUBZone), however any small business falling into these categories are able to submit proposals. These contracts are being procured in accordance with the Selection of Architects and Engineers Statute (formerly the Brooks Act) as implemented in the Federal Acquisition Regulation (FAR) Subpart 36.6 and agency supplements. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work.

This MATOC will provide comprehensive professional A/E services primarily for new construction, alterations, renovations, maintenance and repair, minor construction projects, and operations.

Projects under this MATOC will be civil works water resource projects and will not include construction of vertical facilities as a primary project type. Smaller buildings may be incidental to a civil works project (e.g., pump house for a levee project). Projects will support and be funded by Civil Works, Interagency and International Services (IIS), Restoration and Modernization (SRM), and Major and Minor Military Construction (MILCON) Programs. The work under this MATOC shall consist of architectural or engineering services, as defined by applicable state law, in which the state law requires the work be performed or approved by a registered architect or engineer or other professional services which members of the architectural and engineering professions or their employees may logically or justifiably perform. The contracts will be used for projects primarily within NAB’s mission area of responsibility (AoR) in the contiguous United States with incidental usage within the North Atlantic Division (NAD) AoR.

The target of four (4) IDIQ MATOCs will be negotiated and awarded with a base five (5)-year ordering period and an optional six (6) month extension. The estimated ordering period start date is 10 July 2025 2026. The capacity of these contracts will be a combined $60M shared amongst all firms awarded contracts. Funding will be provided on a task order basis with a $5,000 minimum guarantee order awarded with each contract. The maximum individual task order value will be $15M.

The North American Industry Classification System (NAICS) code is 541330, “Engineering Services”, with a small business size standard of $25.5M. The Product Service Code (PSC) is C219, “Architect and Engineering – General: Other”. In accordance with (IAW) FAR 4.1102(a), a firm must be registered in the System for Award Management (SAM) at https://www.sam.gov at the time an offer is submitted. This includes joint ventures (JV) and subcontractors. Inherently governmental functions will not be performed by firms per FAR Subpart 7.5.

Contracts awarded as a result of this announcement will be administered by the USACE NAB;

however, the Contracting Officer reserves the right to approve capacity requests from other districts outside of NAB mission boundaries to support USACE missions, when advantageous to the Government.

In accordance with FAR section 36.604 and the supplements thereto, and upon final acceptance or termination, a performance evaluation will be prepared at least annually and at the time the task order is completed for all task orders above $45,000. A performance evaluation may be prepared for task orders below $45,000. Interim performance evaluations may be prepared for a task order at any time. Performance evaluations will be maintained for use in future source selections for A/E services. Performance evaluations will be submitted through the Contractor Performance Assessment Reporting System (CPARS).

Task orders will be competed amongst the MATOC holders in accordance with A/E selection procedures pursuant to FAR Subpart 36.6, EP 715-1-7, the USACE Task Order Requirements Notification (TORN) Process, and FAR 16.505(b)(1). Each task order will have its own schedule based on the complexity of the applicable project. After award of the MATOCs, task order award selection will be based on the MATOC holders’ SF 330s and, when applicable upon request by the Government, supplemental information. Task orders will be awarded to the most highly qualified MATOC holder, in accordance with FAR 36.6. Task orders will be issued during the base five (5)-year ordering period of the MATOC with option to extend up to six (6) months. The period of performance of a task order may extend beyond the ordering period of the MATOC, as long as the task order is awarded while the MATOC is active.

(2) PROJECT INFORMATION: This MATOC will provide comprehensive A/E services in accordance with the attached scope of A/E services.

(3) SELECTION CRITERIA: The primary selection criteria for this synopsis are listed in descending order of importance: (1) Specialized Experience and Technical Competence; (2) Professional Qualifications; (3) Past Performance; (4) Capacity; (5) Knowledge of the Locality.

Secondary factors listed in order of importance are The secondary factor is: (1) Geographic Proximity and (6) Equitable Distribution of Work. The secondary criteria criterion will not be applied by the pre-selection board and will only be used by the selection board as a “tiebreaker” if necessary, in establishing the four (4) most highly qualified firms.

The A/E selection procedures will be in accordance with FAR 36.6, A/E Services; DFARS 236.6, Engineering Pamphlet (EP) 715-1-7, Senior Contracting Official (SCO) and local guidance. Interviews will be conducted in- person at the USACE NAB office for those selected A/E firms identified by selection board.

Factor 1: Specialized Experience and Technical Competence.

The firm must demonstrate specialized experience and technical competence in the following types of projects and/or work products which are listed in descending order of importance:

1. Engineering services from feasibility studies and engineering design through detailed plans and specifications for both inland and coastal civil works projects (i.e., flood risk management, coastal erosion and beach nourishment, shoreline and stream bank erosion protection, shallow and deep draft navigation, environmental and eco-system habitat restoration, comprehensive watershed evaluations, and multi-purpose water resources projects).

2. Survey work (i.e., multi-beam, topographical, hydrographic, aerial photographic, photogrammetry, LIDAR, 3D laser scanning, etc.).

3. Soil surveys and subsurface exploration (including associated testing).

4. Demonstrate experience in SPECS INTACT, AutoCAD and Civil 3D.

5. Cost Estimating to include specialized experience with cost schedule risk analysis and

MCACES.

6. Value Engineering Studies.

7. Project experience with H&H software such as: CMS-Flow, CMSWave, ADCIRC, Beach-fx, G2CRM, AdH, HEC-HMS, HEC-RAS, HEC-FIA, HEC-RTS, and CWMS.

8. Risk analysis, including leading and participating in Potential Failure Mode Analysis or any other relevant risk assessment activities for civil works.

9. Experience with post design construction management services including, but not limited to shop drawing reviews, site visits, technical assistance during construction, and preparation of operation and maintenance manuals.

10. Demonstration of quality management plan, including quality assurance process, project scheduling, coordination of the in-house work with consultants, and prior experience of the prime firm and any significant consultant.

Firms shall provide a maximum of seven (7) projects completed within the last eight (8) years demonstrating their experience in the types of projects and products as described above and show specialized experience of the proposed team in provision of the services noted above. Project completion is defined by completed project delivery methods (i.e., complete plans and specifications), not requiring completion of construction. Project completion is defined by completed project delivery of the scope of services, consistent with the type of product (e.g., field investigations, technical analyses reports, feasibility studies, design build RFPs, full construction document packages). The construction phase of the project does not have to be complete for it to qualify.

All projects provided in the SF330 must be completed by the office/branch/regional office/individual team member proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from evaluation. If the Offeror is a joint venture (JV), relevant project experience should be submitted for the joint venture if shared experience is available. If no shared experience is available, offerors may submit projects performed by either joint venture partner.

Projects completed by the Offeror as part of a different JV will qualify, provided the office/branch/regional office/individual team member proposed to manage and perform work under this contract is the same one that was a member of the JV for the submitted project.

Projects completed by proposed subcontractors (or proposed prime contractors performing as subcontractors previously) will qualify if the firm was a prime contractor or first-tier subcontractor on the project and directly performed the types of work products listed under Factor 1. Only work directly performed by the proposed subcontractor or prime previously acting as a subcontractor will be considered.

Do not list an IDIQ contract as an example of a completed project. Instead, list relevant completed task orders or standalone contract awards that fit within the definition above. A single project that was executed under multiple task orders/contracts (due to phasing, funding constraints, base contract limitations, etc.) may be submitted and will be counted as one (1) project for evaluation.

Factor 2: Professional Qualifications of the Individual Design Team Members.

Offerors will be evaluated on professional qualifications and competence of the proposed key personnel to provide services to accomplish the work required under this contract. The firm must have the following personnel, either in-house or through consultants, in the following list of key disciplines (profession registration/licensure required is listed in parenthesis):

1. Project/Task Order Manager

2. Civil Engineer (PE)

3. Hydraulic Engineer (PE)

4. Coastal Engineer (PE)

5. Geotechnical Engineer (PE)

6. Geologist (PG)

7. Structural Engineer (PE)

8. Mechanical Engineer (PE)

9. Electrical Engineer (PE)

10. Environmental Engineer (PE) – Personnel proposed should have experience with site development and permitting in the NAB region.

11. Land Surveyor (PLS)

12. Hydrographic Surveyor

13. Geospatial Information Systems Specialist

14. Architect (RA)

15. Landscape Architect (RLA)

16. Certified Value Specialist (CVS)

17. Risk Analysis Facilitator

18. Cost Estimator (One of the Following: CCP, CEP, CCC, or CCE) – Personnel proposed should also have experience with a variety of cost estimating software, including MII.

The evaluation of these disciplines will consider education, training, certifications or license, overall and relevant experience, and longevity with the firm.

The availability of an adequate number of personnel in the key disciplines shall be presented to ensure that the firm can meet the potential of working on multiple task orders for multiple customers in the required timeframes.

Provide resumes for all proposed key personnel. Resumes are limited to one (1) page each and should cite project specific experience in the areas noted above within the eight (8) years prior to the date of issuance of this notice and indicate proposed role in this contract. More than one (1) resume may be submitted in each discipline, subject to the overall page limitations of Part I specified below. If more than one (1) resume is submitted for a discipline, the resumes will be evaluated collectively. Provide registration, certification, licensure and/or accreditation in appropriate disciplines. The interested firm shall indicate the participation of the key personnel in the example projects in the SF 330 Part I Section G.

Factor 3: Past Performance.

Past performance on Department of War (DoW) and other contracts will be evaluated with respect to cost control, quality of work, and compliance with performance schedules. This will be based on information provided through CPARS and other sources such as past performance questionnaires (PPQ). Past performance should conform to the types of work required under this IDIQ and completed within eight (8) years from the date of this notice as task orders or contracts. Offerors will be evaluated on past performance with USACE, other Government agencies, and private industry with respect to cost control, quality of work, innovation, compliance with performance schedules, overall safety record, and stakeholder/customer satisfaction. This may be based on past performance questionnaires, information provided by the firm, customer inquiries, Government databases, and other information available to the Government including information from the points of contact provided by the offeror. Failure to provide requested data, accessible points of contact, or valid e-mail addresses may result in a firm being considered less qualified.

NOTE: Offerors must provide the most recent CPARS evaluation for projects listed under Factor 1 as an appendix at the end of the SF 330. Offerors may provide multiple CPARS for each project if the most recent CPARS evaluation is for limited scope and does not demonstrate past performance for design complete project delivery.

If no CPARS evaluations are available, then offers must provide a PPQ as an appendix at the end of the SF 330. The PPQ template is provided as Attachment B. If the Offeror is unable to obtain a completed PPQ from an owner of a project(s) before the SF 330 closing date, the Offeror must complete and submit the first page of the PPQ with the SF 330. This will provide contract and client information for the respective project(s). Previously completed PPQs may be submitted provided that the documents do not reference any other RFP/synopsis. Submitted PPQs must only reference this RFP/synopsis (W912DR26RA011).

Past performance information for projects listed under Factor 1 will be given greater consideration.

The firm may provide additional past performance evaluations for projects other than those listed under Factor 1; however, no more than five (5) additional evaluations shall be provided.

Factor 4: Capacity.

Firms must demonstrate the capacity to accomplish up to three (3) task orders annually with an aggregate value of up to $2,500,000 in the required type of work within a one (1)-year period. This is in addition to the existing workload being performed under other contracts. The evaluation will consider the availability of an adequate number of personnel in key disciplines to complete the task orders and offeror's work management plan. Section C, Section D, Section G and Section H will be used to evaluate this criterion, as well as other available staff and information in Part II.

Factor 5: Knowledge of the Locality.

Firms must demonstrate specific knowledge of USACE NAD AoR, within the continental United States. Firms must demonstrate knowledge of local conditions or project site features such as geological features, climatic conditions, local construction methods, agency coordination, permitting, and local laws and regulations. Firms that have demonstrated knowledge in the USACE NAB AoR may be given greater consideration.

The following secondary factors will only be used as “tiebreakers” among firms that are essentially technically equal.

Factor 6: Geographic Proximity.

Physical location of the firm in relation to NAD. When multiple offices of the prime firm and/or subcontractors will be involved in the performance, the Government will consider the weighted distance from the Baltimore District Office based on the relative amount of participation of each performing office.

Factor 7 6: Equitable Distribution of Work.

Firms will be evaluated on their volume of work awarded by DoW during the previous 12 months. This factor will be used to determine equitable distribution of DoW contracts. Offerors are not required to submit information for this factor. The Government will pull data extracted from the Federal Procurement Data System (FPDS) for the firm’s CAGE code. For joint ventures, the contracts of all members will be pulled.

(4) SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work shall submit one electronic copy via the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil DoD Safe no later than 11:00 AM EST, 17 19 February 2026.

Firms are responsible for ensuring receipt and should upload in sufficient time to meet the specified submission date and time.

Part II of the SF 330 must also be submitted for each consultant and if a joint venture, for the joint venture entity. Please note that a separate Part II is required for each branch office of the prime firm and any subconsultants that will have a key role in the proposed contract. If a joint venture is being utilized, a copy of the joint venture agreement is to be included in Part II. The joint venture agreement will not be included in the page limits stated below.

If you have an approved mentor-protégé agreement under the U.S. Small Business Administration or the DoW Office of Small Business Programs (OSBP), please include that in your submission within Part II of the SF 330. This mentor-protégé agreement will not be included within the page limit stated below.

If an Offeror is utilizing experience or past performance of affiliates, subsidiaries, parent, LLC, LTD member companies (i.e., Offeror’s name is not exactly as stated on the SF1442), the proposal should clearly demonstrate how that affiliate/subsidiary/parent firm will have meaningful involvement in the performance of this contract. The relevant consideration is whether the resources of the parent or affiliated company – its workforce, management, facilities, or other resources – will be provided or relied upon for contract performance, such that the parent or affiliate will have meaningful involvement in contract performance. The proposal must demonstrate similarity of the parent or affiliate’s proposed role on this procurement and the parent or affiliate’s proposed role submitted for experience or past performance in order to receive credit for the parent or affiliate’s experience or past performance.

Include the firm's CAGE and UEI number on the SF 330, Part I, Section B.

On the SF 330, Part I, Section C, provide the UEI number for each consultant.

On the SF 330, Part I, Section D, the Organizational Chart may be submitted on 11” x 17” paper (single sided) if necessary (11x17 counts as two pages).

On the SF 330, Part I, Section F, example projects (seven (7) maximum) shall be listed in order of relevance to the type of work anticipated to be performed under this contract. Note: Do not list an IDIQ contract as an example of a completed project. Instead, list relevant completed task orders or standalone contract awards. Multiple projects performed under an IDIQ contract cannot be submitted as a single example project. A single project that was executed under multiple task orders/contracts (due to phasing, funding constraints, base contract limitations, etc.) may be submitted and will be counted as one (1) project for evaluation. Projects that are 100% design project complete can be submitted as an example project.

In the SF 330, Part I, Section F, provide the following information for each project example:

month/year the firm’s work started and completed; type of product developed (e.g., Field Investigations, Technical Analyses Reports, Feasibility Studies, Design Build RFPs, Full Construction Document packages), total contract value of the work performed by a) the firm and b) the team of subconsultants used on this project; and customer point-of-contact who can be reached for references (phone number and email address). For project examples that have been constructed, provide the construction start and completion dates and cost of construction and for project examples that have not been constructed provide the estimated cost of construction. If a project was completed under a federal procurement, include the contract and task order number for which the A/E firm performed.

Section H may contain, but is not limited to, executive summary, background of the firm, additional narrative/information on submitted projects and/or key personnel, additional past performance narrative, information to support capacity (Factor 4), and information to support knowledge of the locality (Factor 5). Additional projects and personnel provided in Section H will not be used in evaluating Factor 1 and Factor 2. Projects submitted under Section F and key personnel submitted under Section E may be expanded upon. Ultimately, Section H can be utilized as the Offeror sees fit and information will be evaluated in the context of whichever factor(s) it supports.

The Offeror’s response shall be submitted electronically. Files shall not contain classified data. The use of hyperlinks in responses is prohibited. NO OTHER TRANSMISSION METHODS

(FACSIMILE, REGULAR MAIL, HAND CARRIED, ETC.) WILL BE ACCEPTED.

The SF330 Part I shall not exceed 125 pages, including no more than 15 20 pages for Section H.

Each 8 ½” x 11” pdf page will count as a page. 11” x 17” (single side) pages may be used to provide graphical information or images that do not fit well on an 8 ½” x 11” sheet but this counts as two (2) pages. The page count excludes the cover sheet and letter, tabs, past performance evaluations (PPQs, CPARS), table of contents, acronym lists, and Part II. The document shall be submitted as one file using Adobe Acrobat (.pdf). Font size shall be 10 or larger and all margins throughout the SF 330 shall not be less than ½ inch. Pages in excess of the page limit will not be evaluated. Solicitation packages are not provided, and no additional project information will be given to firms during this announcement period. This is not a request for a price proposal.

Please note that the request for price proposal issued to selected firms will include the clause DFARS 252.204-7021 Contractor Compliance With the Cybersecurity Maturity Model Certification (CMMC) Level Requirements. CMMC will be applicable to this MATOC, and all task orders awarded from this MATOC. Specific CMMC level requirements will be determined and included at the task order level. No information shall be submitted with the SF330s as this is not a selection criterion.

SECURITY REQUIREMENTS:

The following security requirements will be applicable to this MATOC. Each task order procured from this MATOC will include additional security requirements as applicable.

General Security Requirements and Guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts.

The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures --this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

Physical Security and Access Control Requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.

Escorting in Classified and/or Sensitive Areas: In accordance with applicable regulations, all contract personnel who do not possess the appropriate security clearance or access privileges will be escorted in areas where they may be exposed to classified information or operations, sensitive information or activities, or restricted areas.

Pre-screen Candidates Using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.

REQUESTS FOR INFORMATION

Technical inquiries and questions relating to this solicitation are to be submitted via Bidder Inquiry in ProjNet at (https://www.projnet.org) No Later Than (NLT) 11:00 AM EST, 13 January 2026. To submit and review inquiry items, prospective vendors will need to use the Bidder Inquiry Key presented below and follow the instructions listed below the key for access. A prospective vendor who submits a comment /question will receive an acknowledgement of their comment/question via email. Another email to the same address will notify the prospective vendor once the reply is available for viewing.

Specific Instructions for ProjNet Bid Inquiry Access:

1. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen.

2. Identify the Agency. This should be marked as USACE.

3. Key. Enter the Bidder Inquiry Key listed above.

4. Email. Enter the email address you would like to use for communication.

5. Click Continue. A page will then open saying that a user account was not found and will ask you to create one using the provided form.

6. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret

Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system.

7. Click Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system.

Specific Instructions for Future ProjNet Bid Inquiry Access:

1. For future access to ProjNet, you will not be provided any type of password. You will utilize your Secret Question and Secret Answer to log in.

2. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen.

3. Identify the Agency. This should be marked as USACE.

4. Key. Enter the Bidder Inquiry Key listed above.

5. Email. Enter the email address you used to register previously in ProjNet.

6. Click Continue. A page will then open asking you to enter the answer to your Secret Question.

7. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system.
