About this opportunity

The U.S. Army Corps of Engineers, Baltimore Engineering District is seeking qualified architectural and engineering (A/E) firms to establish a Multiple Award Task Order Contract (MATOC) for civil works projects. This procurement falls under the Engineering Services category (NAICS 541330) and will encompass a range of multi-discipline A/E services, excluding vertical construction facilities. The solicitation was originally anticipated to be issued on December 20, 2025, but has been revised to December 29, 2025, due to a consolidation determination made pursuant to FAR 7.107-5(c)(1), with additional time allocated for proposal submission to account for the holiday period. The contract is designated as a Total Small Business set-aside, meaning only small businesses as defined by the Small Business Administration are eligible to compete. The pre-solicitation notice was posted on November 17, 2025, with a current due date of December 29, 2025, and interested vendors should monitor the Federal Procurement Data System for the full solicitation and submission requirements.

This pre-solicitation notice represents the culmination of a sources sought process that was originally issued under Notice ID W912DR25RA011 and has been updated to W912DR26RA011. The notice has undergone multiple revisions, with Revision 0003 addressing the consolidation determination, Revision 0002 clarifying the exclusion of vertical construction facilities, and Revision 0001 addressing the initial schedule adjustment. While the pre-solicitation notice does not specify award values or the exact number of task orders anticipated under the MATOC, interested small business A/E firms should prepare comprehensive technical and management proposals demonstrating their capabilities in civil works multi-discipline engineering services. The detailed solicitation, evaluation criteria, and specific scope requirements will be published in the full Invitation for Bids or Request for Proposals when it becomes available on or after December 29, 2025.
