About this opportunity

The Federal Aviation Administration is seeking statements of interest from qualified vendors to provide Cirrus SF50 initial and recurrent pilot qualification training, with expressions of interest due by August 26, 2026, at 4:00 p.m. Central Time. The FAA anticipates awarding one contract to a single vendor under a firm fixed price per student/course quota contract type, with no set-aside.

Training must be delivered through an FAA-approved program under 14 CFR Part 121, 135, 141, or 142 specific to the Cirrus SF50 aircraft. The contractor must utilize FAA-approved Level C or D full flight simulators or Level 6 or 7 flight training devices, or a combination with aircraft. Initial pilot qualification training must meet ATP standards and may be conducted entirely in a Level C or D full flight simulator; recurrent training must enable pilots to pass a pilot-in-command proficiency check to ATP standards per 14 CFR Part 61.58(d)(1). Training is limited to four hours of simulator/flight instruction per day or eight hours of ground school per day and shall not occur between midnight and 6:00 a.m.

Trainees are Flight Standards Aviation Safety Inspectors and Aircraft Certification Pilots who require current type ratings to conduct pilot evaluations, perform testing, and execute checking functions. The contractor must provide ground school and flight training materials annually for FAA validation, arrange FAA inspector-administered practical tests, and deliver concurrent training in captain and first officer positions when two inspectors enroll at no additional charge.

Interested vendors must submit company information, SAM.gov UEI, relevant experience and past performance examples, proof of active FAA-approved Cirrus SF50 training program certification, and facility/simulator qualification descriptions to erick.i.martinez-abril@faa.gov. NAICS code 611512 (Flight Training) applies, with a $34.0 million size standard.
