Public Announcement: Request for Vendor Interest Cirrus SF50 Initial & Recurrent Pilot Qualification Training

Disclaimer: This announcement is for informational purposes only and does not constitute a solicitation or a promise of future business. The FAA reserves the right to make decisions regarding the acquisition strategy at its sole discretion.

NAICS: 611512 Flight Training Size Standard: $34.0 Million

The Federal Aviation Administration (FAA) is seeking statements of interest from qualified and capable vendors to participate in an upcoming acquisition for Cirrus SF50 Initial and Recurrent Pilot Qualification Training. This training is required for Flight Standards Aviation Safety Inspectors (ASI) and Aircraft Certification Pilots to ensure they are qualified, proficient, and hold current type ratings to conduct pilot evaluations, perform testing, and execute checking functions.

Project Overview: The FAA requires comprehensive initial and recurrent ground school and flight training in the Cirrus SF50 aircraft. The courses must meet the requirements for FAA formal flight training. The scope of work includes providing an FAA-approved training program that allows for an unrestricted initial type rating, training, and checking totally in an approved Level C or D Full Flight Simulator (FFS) or a combination of approved Flight Training Devices (FTD) and aircraft, in accordance with 14 CFR Part 61.

Note: The contractor must possess and maintain an FAA-approved training program (14 CFR Part 121, 135, 141, or 142) for the Cirrus SF50.

Objective: The FAA aims to identify vendors with the necessary expertise, approved training programs, simulator access, and qualified instructors to effectively conduct this specialized flight training. The purpose of this announcement is to gather information for the development of a comprehensive acquisition strategy that ensures successful project execution and flexible scheduling for FAA personnel.

The FAA is particularly focused on identifying vendors capable of providing the following minimum standards:

• Approved Training Programs: Demonstrated ability to provide a signed approval letter, approved course syllabus, or training specifications authorizing the Cirrus SF50 training course.

• Simulators/Equipment: Access to FAA-approved Level C or D Full Flight Simulators (FFS), or approved Level 6 or 7 Flight Training Devices (FTD) capable of meeting the requirements of 14 CFR Part 61.64 for initial type certification and 14 CFR Part 61.58 for recurrent proficiency checks.

• Qualified Personnel: Provision of highly qualified instructors and Training Center Evaluators (TCE) capable of executing the "Crew Concept" for training and practical tests to Airline Transport Pilot (ATP) standards.

Procurement Strategy: The FAA prefers to award one contract to a single vendor capable of executing the complete training requirement. The primary contract type anticipated for the execution of this requirement is Firm Fixed Price (FFP) per student/course quota.

Submission Details (Required): Interested vendors are invited to submit a brief expression of interest, including the following information:

1. Company name, contact information, and System for Award Management (SAM.gov) Unique Entity Identifier (UEI) code.

2. Summary of relevant experience and past performance (specifically providing examples of formal flight training for government or corporate clients).

3. Proof of an active FAA-approved training program (e.g., 14 CFR Part 142 certificate, Part 141 certificate) specific to the Cirrus SF50.

4. Description of the facilities and resources available, explicitly detailing the qualification levels of the FFS/FTDs to be used for this requirement.

Supplemental Submission Details (Desired): The FAA requests the following additional information about your company's capabilities:

1. Brief description of your approach to accommodating short-notice training assignments and supplementary training hours for students requiring additional instruction.

2. Experience handling Computer-Based Instruction (CBI) combined with classroom reinforcement, as well as providing required course materials (e.g., Pilot’s Operating Handbooks).

3. Contemplated approach related to subcontracting or utilizing secondary facilities, if awarded a contract.

Deadline for Submission: Please submit your expression of interest no later than August 26, 2026, 4:00 p.m Central Time to erick.i.martinez-abril@faa.gov.

We look forward to engaging with interested vendors and appreciate your interest in supporting the FAA's mission.
