About this opportunity

The USDA Forest Service is seeking a contractor to perform road resurfacing work on Circle Road NFSR 203 in the Nebraska National Forests and Grasslands, Bessey Ranger District. The project involves resurfacing up to 2.70 designated miles of roadway, including a base item for reconditioning 2.5 miles to a 14-foot wide surface and placing approximately 2,220 cubic yards of aggregate base course, with three optional items for additional work including 0.2 miles of additional resurfacing, excavation of four lead-off ditches, and construction of six turnouts. The contractor must furnish all labor, materials, tools, and equipment required to complete the work according to Forest Service specifications and maintain traffic safety throughout the project. Proposals will be evaluated using a tradeoff process with four factors: work plan/proposed schedule, experience and qualifications, past performance, and price, with non-price factors being more important than price. Questions must be submitted in writing to Contracting Officer Lucas Dahlman by August 25, 2025 at 11:00 am Central Time, with proposals due September 22, 2025 at 11:00 am Central Time.

This opportunity is designated as a Total Small Business set-aside under NAICS code 237310 (Highway, Street, and Bridge Construction) with a size standard of $45 million, and no incumbent contractors are identified in the documentation. The contract magnitude is estimated between $100,000 and $250,000, with the government anticipating award of a firm-fixed price contract. The performance period is scheduled from May 1, 2026 through June 30, 2026, providing approximately two months to complete all work items. The project will take place near Halsey, Nebraska at approximately 2,700 feet elevation, where the contractor will have limited use of the project site and must minimize public inconvenience while maintaining emergency vehicle access. The work involves placing a total of approximately 2,445 cubic yards of aggregate using Compaction Method A across the entire 2.7-mile project area, with roads planned to be closed during workweeks but reopened on weekends.
