About this opportunity

The U.S. Army Corps of Engineers, Alaska District is seeking capabilities statements from firms to modify Moose Creek Dam for safety. The project involves constructing approximately 4.5 miles of a mix-in-place bentonite-cement barrier wall between 56 to 66.5 feet below the dam crest using cutter soil mix or trench remixing methods. Interested parties must demonstrate experience as a prime contractor on similar heavy and civil engineering projects valued between $100-250 million. Capabilities statements are due by September 10, 2019 and will be evaluated based on relevant past performance, bonding capacity, and registration in SAM.

The applicable NAICS code is 237990 for other heavy and civil engineering construction, with a small business size standard of $36.5 million. The estimated value of the project is between $100-250 million. The barrier wall must be constructed between 18-30 inches wide and achieve 200 psi unconfined compressive strength within 28 days approaching 500 psi long term. Sheet pile will be driven around penetrations in the embankment to create a continuous barrier.

MOOSE CREEK DAM SAFETY MODIFICATION INDUSTRY DAY / SITE VISIT NOTICE -- AUGUST 2020

INTRODUCTION

Chena River Lakes Flood Control Project

The Moose Creek Dam Safety Modification project is for construction of a mix-in-place barrier wall in the embankment of Moose Creek Dam at the Chena River Lakes Flood Control Project. This will consist of constructing 4.5 miles of barrier wall 56 to 66.5 feet below the crest of the dam embankment with Portland Cement and Bentonite. The barrier wall is expected to be between 24 and 30 inches wide and have an unconfined compressive strength of 200 psi at 28 days and approach 500 psi in the long term. Sheet pile will be driven around the low point drain and control works to have a continuous wall through penetrations in the embankment. The intent of the barrier wall is to sever a continuous fine grained sand / silty sand that is highly erodible under the embankment material. Mix in place methods shall be utilized to mix the embankment and foundation materials with Bentonite and Portland Cement in order to construct a Barrier Wall through Moose Creek Dam. Any methods that utilize a bentonite slurry trench to support the embankment while excavation of the barrier wall takes place will NOT be utilized at Moose Creek Dam. The potential loss of slurry could result in failure of the embankment into the excavation during construction due to highly pervious foundation materials.

The NAICS Code for this requirement is 237990, Other Heavy and Civil Engineering Construction. The disclosure of magnitude for this project is between $100,000,000.00 and $250,000,000.00. The U.S. Army Corps of Engineers, Alaska District, will be holding an Industry Day Events and Site Visit for the Moose Creek Dam Safety Modification per the following:

Update #1 ·

THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. The US Army Corps of Engineers (USACE) is conducting market research to facilitate a determination of acquisition strategy. The determination of acquisition strategy for this acquisition lies solely with the government and will be based on this market research and information available to the government from other sources. The USACE-Alaska District, is conducting this market research to identify firms which have the capability to provide all labor, materials, equipment and perform the following work:

Moose Creek Dam modification project will construct a mix-in-place barrier wall in the embankment of Moose Creek Dam at the Chena River Lakes Flood Control Project. This will consist of constructing 4.5 miles of barrier wall 56 to 66.5 feet below the crest of the dam embankment with Portland Cement and Bentonite. The barrier wall is expected to be between 18 and 30 inches wide and have an unconfined compressive strength of 200 psi at 28 days and approach 500 psi in the long term. Sheet pile will be driven around the low point drain and control works to have a continuous wall through penetrations in the embankment. The intent of the barrier wall is to sever a continuous fine grained sand / silty sand that is highly erodible under the embankment material. Allowable construction technology will consist of Cutter Soil Mix (CSM) or Trench Remixing and Deep Wall (TRD) methods to construct the mix in place wall or like/similar technology. Clamshell/Hydromill or long stick excavator methods with use of a slurry trench will NOT be utilized for barrier wall construction. Foundation and embankment materials will not allow a Bentonite slurry trench. Loss of slurry could result in failure of the embankment into the trench during construction.

The disclosure of magnitude for this project is between $100,000,000 and $250,000,000.

The applicable North American Industry Classification System (NAICS) code is 237990 Other Heavy and Civil Engineering Construction, and the related small business size standard is $36.5 million. All interested firms are encouraged to respond to this announcement no later than 10 September 2019, by 2:00 PM Alaska Standard Time, by submitting all requested documentation listed below to: US Army Corps of Engineers, Alaska District, ATTN: CEPOA-CT (McComas), PO Box 6898, JBER, AK 99506-0898 or via email to john.l.mccomas@usace.army.mil .

Interested firms should submit a capabilities package (not exceeding 5 pages) demonstrating the ability to perform the work listed above. Packages should include the following information:

(1) Business name, address, point of contact including email address, and business size under NAICS 237990;
(2) Identification of business type (i.e., Small Business, HUBZone, SDVOSB, 8(a), Woman Owned Small Business, etc.);
(3) CAGE Code & DUNS;
(4) Documentation from the firm's bonding company showing current single and aggregate performance and payment bond limits.
(5) Demonstration of the firm's experience as a prime contractor on projects of similar type and complexity within the past six (6) years. List actual projects completed and include project title and location, a brief description of the project to include dollar amount of the project and work that was self-performed.
(6) Completed Sources Sought Questionnaire (Not counted in 5 page limit)

Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered. System for Award Management (SAM), as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the SAM database will make an offeror ineligible for award of any potential contract.
