About this opportunity

The U.S. Army Corps of Engineers, Omaha District, is soliciting bids for comprehensive rehabilitation services on hydraulic gate stems at Cherry Creek Dam in Aurora, Colorado, under Solicitation No. W9128F26QA016. The scope of work encompasses cleaning, polishing, honing, and replacement of components for Service Gate Stems No. 2 (base bid) and No. 5 (option), including packing materials, glands, gaskets, studs, nuts, and wiper seals, with an amended requirement to remove re-chroming from the scope. Award will be based primarily on past performance and demonstrated experience with similar hydraulic cylinder rehabilitation projects completed within the past seven years, with price serving as a secondary evaluation factor. The solicitation requires all offerors to provide minimum two project references and undergo detailed government evaluation of performance ratings derived from government references and Contractor Performance Information System (CPIRS) data. The solicitation closes on April 10, 2026, at 2:00 PM Central Daylight Time, and an optional but highly recommended site visit is scheduled for March 30, 2026, at 9:00 AM Mountain Standard Time at the Cherry Creek Dam Tower.

This solicitation is designated as a 100% small business set-aside under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a size standard threshold of $12.5 million. No current incumbent or contract value is specified in the solicitation documents. The base contract performance period is 180 calendar days after award, with an additional one-time 180-day extension available if optional gate stem work is exercised; gate hoist removal must occur sequentially to ensure the first stem is rehabilitated, tested, and recommissioned before the second is removed. The contract is a firm fixed-price procurement with pricing structured as separate lump-sum line items for Service Gate Stem No. 2 rehabilitation (CLIN 0001) and associated remaining work including mobilization, demobilization, and cleanup (CLIN 0002), with identical optional CLINs 0003 and 0004 for Service Gate Stem No. 5. All work will be performed at Cherry Creek Dam in Aurora, Colorado, with the contractor required to furnish all labor, materials, specialized tools, and equipment except for government-furnished items including the 7.5-ton overhead crane, fall-protection systems, and 110-volt power.
