About this opportunity

The Defense Logistics Agency is conducting a Request for Information (RFI) regarding Chemical Management Services and Third Party Logistics support for four Fleet Readiness Centers—FRC East (Cherry Point, NC), FRC Southeast (Jacksonville, FL), FRC Mid-Atlantic (Norfolk/Oceania, VA), and FRC Southwest (North Island, CA)—covering the managing, procuring, storing, and delivery of hazardous materials. The current incumbent, Amentum Services, Inc., holds contract SP330022D5001. The Government is still developing the acquisition strategy and continues to monitor SAM.gov for updates as of June 25, 2026.

The RFI serves as market research to gather industry perspective, best practices, risks, and recommendations on a draft Performance Work Statement. DLA seeks feedback on whether the requirement is clearly defined, achievable, and not unnecessarily restrictive. The Government has issued historical order data, Never Out Lists for each center, and Acceptable Performance Levels (APLs) spanning program management, inventory management, and site-specific operations. Performance metrics include inventory availability rates of 92–95 percent, Never Out material availability exceeding 98.5 percent, and procurement timelines of 5–10 business days for hazardous materials. Site-specific requirements vary by location, including paint kit building at FRCE, point-of-use locker management at FRCSE, Issue Center staffing at FRCSW, and hazardous material receipt validation at FRCMA.

As of January 22, 2026, Amendment 2 expanded the RFI to solicit industry feedback on incentive and disincentive structures tied to APLs, requesting detailed frameworks and numerical examples demonstrating how incentives and disincentives would be calculated. Responses to the incentive RFI were due by close of business February 5, 2026. Industry respondents of all sizes are invited to participate. Responses will inform the Government's acquisition approach for any potential future solicitation.
