About this file

This is a Request for Information (RFI) focused on incentive and disincentive structures for Chemical Management Services (CMS) and Third Party Logistics (3PL) support services. The Defense Logistics Agency (DLA) is conducting market research to gather industry perspectives, best practices, and recommendations on incentive frameworks for managing, procuring, storing, and delivering hazardous materials to four Fleet Readiness Centers: FRC East (Cherry Point, NC), FRC Southeast (Jacksonville, FL), FRC Mid-Atlantic (Norfolk/Oceania, VA), and FRC Southwest (North Island, CA). The incumbent contractor is Amentum Services, Inc. under contract number SP330022D5001. This RFI does not commit the Government to issue a future Request for Proposal or contract for any services.

The Government is requesting that industry respondents propose an incentive/disincentive structure aligned with the draft Performance Work Statement (PWS) and Acceptable Performance Levels (APLs), including: a detailed framework believed to be best suited for the described work; a clear numerical example demonstrating how incentives and disincentives would be calculated based on specific performance outcomes; an explanation of how the proposed structure balances contractor risk while motivating exceptional performance; and identification of specific APLs to be tied to the structure with recommendations for earning incentives and applying disincentives. Responses must be submitted via email to Brittany.Schofield@dla.mil and Benjamin.Samsel@dla.mil and received by close of business February 5, 2026. No specific format is required, and proprietary information must be clearly marked. All submissions become Government property and will not be returned. Firms and businesses of all sizes are invited to respond, and the Government will not reimburse respondents for any information or administrative costs incurred.
