About this opportunity
The Department of the Navy Naval Sea Systems Command (NAVSEA) is seeking a contractor to provide chemical cleaning services for marine equipment at Norfolk Naval Shipyard (NNSY). The primary objective is to chemically clean fourteen lube oil coolers, specifically six Main Feed Pump Lube Oil Coolers and eight Turbine Generator Lube Oil Coolers, to restore sea water side surfaces to Level III cleanliness and remove marine growth. Contractors must use only NAVSEA-authorized descaling agents and perform individual cooler cleaning at their own facility, with strict inspection requirements to ensure no chemical leakage occurs. The Sources Sought Notice is intended as market research to identify potential qualified vendors, with interested parties required to submit a response by May 30, 2025, at 12 NOON EST to either Eboni Uwuseba or Rebekah Riggins via email. Respondents must provide comprehensive organizational details, capability statements, CAGE Code, and business size classification in a submission limited to ten typewritten pages.
The procurement is classified under NAICS code 336611 (Shipbuilding and Repair) with a business size standard of 1,300 employees, and there is potential for a small business set-aside. The anticipated contract will be a single award Firm Fixed Price (FFP) type with a performance period from June 30, 2025, to July 31, 2025. No specific award value or budget range was explicitly stated in the documents. The Navy will be responsible for shipping the coolers to and from the contractor's facility, and the work stems from a safety incident that has necessitated external cleaning to maintain project scheduling. While this is a pre-solicitation notice and not an official solicitation, future proposal opportunities will be posted on the BETA-SAM website. Interested contractors are encouraged to respond with detailed capabilities to demonstrate their potential to meet the Navy's specific technical and operational requirements.
