About this opportunity
The Naval Supply Systems Command's Fleet Logistics Center at Pearl Harbor is soliciting offers for chartered maritime vessel support services to support the U.S. Navy Explosive Ordnance Disposal Training and Evaluation Unit One (EODTEU-1). The requirement is for one dedicated, Jones Act-qualified U.S.-flagged vessel capable of supporting mine countermeasure training operations, minefield maintenance, and non-diving training evolutions in water depths ranging from 40 to 1,000 feet. The vessel must be USCG certified under 46 Subchapter I and American Bureau of Shipping classified, with a minimum deck space of 1,080 square feet, capable of simultaneously carrying at least 16 passengers, and equipped to launch and recover two small boats (Zodiac CRRC F470 and F580) in sea state three conditions. The Government will evaluate quotations based on technical acceptability and price reasonableness, with award going to the responsible quoter whose conforming quote is most advantageous to the Government, and lowest price is not guaranteed to win if a higher-priced quoter offers greater benefits. The deadline for submitting questions is 1:00 PM Hawaii Standard Time on Friday, January 23, 2026, and responses to the solicitation are due by 11:59 PM Hawaii Standard Time on Wednesday, January 28, 2026.
This is an unrestricted, full and open competition with no set-aside designation, and there is no incumbent contractor as this represents a new requirement with no directly applicable prior contract. The requirement carries a NAICS code of 532411 (Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing) with a small business standard of $45.5 million, and the award will be issued as a Firm-Fixed-Price purchase order under simplified acquisition procedures. The period of performance is fixed at February 1 through February 6, 2026, with no flexibility for vessel transit time, and the contractor must support 24-hour, as-needed operations throughout this timeframe. The contractor must maintain a facility, including a pier and 30-ton capacity crane with 60-foot reach, within 25 miles of San Diego, California, and must be capable of conducting operations in the Southern California area covering Imperial Beach, Camp Pendleton, San Clemente Island, and areas up to 50 nautical miles from home port.

Amendment 01 has been issued to upload a revised PWS (Attachment 4) that reflects the following changes:
4.1.1 Minimum deck space of 1,080 square feet total to accommodate the Governments equipment as required per Section 5.0.
4.1.2 Carry onboard a minimum of sixteen (16) passengers simultaneously.
6.13 Meals. The Contractor shall provide three (3) galley-prepared cafeteria-style meals for up to sixteen (16) embarked personnel (not including vessel crew) when underway. The Contractor shall provide at a minimum of two (2) hot meals and the capability to provide a to-go meal for embarked personnel. The Contractor shall have snacks available throughout the day available for embarked personnel. Meals that are provided shall be IAW The Special Operations Forces Nutrition Guide.
6.14 Berthing. The vessel shall support berthing for up to sixteen (16) embarked personnel in addition to vessel crew, along with shower facilities to accompany both male and female personnel.
