The contractor must maintain mobilization and demobilization logistics within 25 miles of San Diego, California, including a pier for loading/offloading and a 30-ton capacity crane with certified operator capable of 60-foot horizontal reach. The vessel shall carry a certified hyperbaric chamber, support explosive materials transport per USCG regulations, and accommodate fuel storage, fresh water production (500 gallons minimum plus 250 gallons daily for deck use), electrical power provision (four 220VAC and four 110VAC outlets), berthing for 16 embarked personnel plus crew with shower facilities, galley-prepared cafeteria-style meals (three per day with minimum two hot meals), dive staging area, drying racks, deck lighting, communications equipment (VHF radio, cell phone, Wi-Fi), and navigation equipment (gyrocompasses, GPS, radar to 25 nautical miles). The contractor is responsible for port services coordination including tugs, pilots, berthing, waste removal, and line handlers. The period of performance runs from February 1, 2025 through February 6, 2026, with 24-hour, as-needed support operations throughout the week. To Support The
U.S. NAVY EXPLOSIVE ORDNANCE DISPOSAL

TRAINING AND EVALUATION UNIT ONE (EODTEU-1)
CHARTERED MARITIME VESSEL SUPPORT SERVICES
1.0 BACKROUND
The presence of Explosive Ordnance Disposal Group (COMEODGRU) personnel in the Indo-Pacific Command (INDOPACOM) has impacted all aspects of individual and detachment training requirements. In preparation for the fight to come, in distributed maritime operations, Explosive Ordnance Disposal Training and Evaluation Unit One (EODTEU-1) has identified the requirement for Expeditionary Mine Countermeasure Companies (ExMCM Co) to be prepared to operate from sea on board any vessel of opportunity (VOO). Among the various training requirements for all COMEODGRU ONE platoons and personnel, Naval Mine Countermeasures (MCM) training must be conducted in accordance with (IAW) COMEODGRU ONE Manual 3502.1D during ULTRA, ULT, and sustainment phases of training. During ULT, ExMCM Co will conduct a five (5)-day field training exercise (FTX) at sea to meet Navy Tactical Task (NTA) 1.3.1.3, 1.3.1.4, and 6.1.1.1.2.1. The required maritime vessel support services are essential for Explosive Ordnance Disposal (EOD) operations at sea, enabling short-duration MCM tasking and EODGRU ONE forces to continue MCM FTX in order to meet NTAs, 5th Fleet (C5F), and 7th Fleet (C7F) requirements.
2.0 OBJECTIVE
The objective of this Performance Work Statement (PWS) is to acquire chartered maritime vessel support services and ancillary equipment that will be utilized in support of basic phases of training for subordinate EOD units.
3.0 SCOPE OF WORK
EODTEU-1 seeks a contractor to provide dedicated vessel services to support EODTEU-1 during training evolutions involving MCM operations, minefield maintenance, and non-diving training evolutions as necessary, in water depths between 40-1,000 feet. The vessel shall be prepared to carry personnel, small boats, ancillary equipment, and a certified hyperbaric chamber per U.S. Coast Guard and U.S. Navy requirements (utilized for hyperbaric chamber services during emergencies and routine decompression operations). Vessels shall be prepared to transport and hold explosive materials (as outlined in Section 4.0 below) IAW United States Coast Guard (USCG) regulations. Vessels shall also support loading, storage and discharge of Government materials and equipment (as outlined in Section 5.0 below), arranging for any shore-side equipment if required for the load/discharge operations.
3.1 NON-PERSONAL SERVICES AND INHERENTLY GOVERNMENTAL FUNCTIONS
3.1.1 Services rendered under this contract shall be non-personal in accordance with Federal Acquisi-tion Regulation (FAR) 37.104. Contracted personnel are not subject, either by the contract’s terms or by manner or its administration, to the supervision and control usually prevailing in relation-ships between the Government and its employees. Contractor personnel rendering services under this contract shall be under the direct supervision and control of the contractor.
3.1.2 The contractor shall not perform inherently governmental functions as prescribed under FAR Sub-part 7.5. Any performance objectives or other terms and conditions under this contract shall not be interpreted or implemented in any manner that may result in contractor personnel creating or mod-ifying Federal policies, obligating funds of the government, or overseeing work of government employees or other contractor personnel.
4.0 PERFORMANCE REQUIREMENTS
The Contractor shall be directly responsible for providing vessels, barges, and tugboats in accordance the PWS and other necessary support requirements.
4.1 VESSEL SUPPORT REQUIREMENTS
The Contractor shall provide one (1) vessel that will be manned and operated by contractor employees and include the following capabilities:
4.1.1 Minimum deck space of 1,080 square feet total to accommodate the Governments equipment as required per Section 5.0.
4.1.2 Carry onboard a minimum of sixteen (16) passengers simultaneously.
4.1.3 Launch and recovery of an approximate total of two (2) small boats, Zodiac Combat Rubber Raiding Craft (CRRC) F470 and F580, or similar, with engine and equipment via organic crane.
4.1.4 Refueling small craft onboard with MO-Gas or #2 low sulfur diesel (per PWS Section 6.9).
4.1.5 Messing and berthing (per PWS Sections 6.14 and 6.15).
4.1.6 At-sea transfer of personnel and cargo alongside or astern in conditions up to sea state three (3).
4.1.7 One (1) single point mooring system.
4.1.8 Demonstrate ability to provide one (1) alternate vessel in the case of a catastrophic failure, with same or greater support capabilities.
4.2 OTHER SUPPORT REQUIREMENTS
4.2.1 Certifications. The vessels shall be USCG certified under 46 Subchapter I and American Bureau of Shipping (ABS) classified or an International Association of Classifications Societies (IACS) member society. At a minimum, the vessels, launch and recovery systems, cranes, weight handling equipment and unique shipboard storage appliances shall be maintained and shall be classed by ABS (or equivalent society).
4.2.2 Endurance and Seakeeping. The vessels shall be capable of supporting at-sea operations for up to five (5) days without resupply. In addition, the support ship shall be able to operate in conditions up to and including sea state five (5) and conduct launch and recovery of small boats, divers, rigid-hull inflatable boats (RHIBs), and CRRCs, up to sea state three (3).
4.2.3 Flag. Shall be Jones Act-qualified and a US-flagged vessel.
4.2.4 Water Depth. Shall facilitate operations at water depths of 40 to 1,000 feet.
4.2.5 Speed. Minimum five (5) knots transit speed.
4.2.6 Mobilization and De-Mobilization. The Contractor shall have the necessary equipment to support the following logistics located at their own facility within 25 miles of San Diego, California.
4.2.6.1 A pier capable of facilitating on- and off-load of all Government-Furnished Equipment listed in Section 5.0.
4.2.6.2 Crane capable of 30 tons lift capacity. Crane shall be pedestal- or truck-mounted with a certified operator, and capable of reaching a minimum 60-foot horizontal radius to support over-the-side loading to the vessel. Crane must be outfitted with a calibrated load monitoring system, adjustable rigging options (spreader bars, slings, etc.), and a safety-rated hook block. The crane shall be certified IAW OSHA/ASME standards and meet NAVFAC P-307 requirements. All rigging gear shall be load tested and inspected within the past 12 months. Ground support surface at pier must be rated to support crane operation without failure or shifting under load.
5.0 INCIDENTAL GOVERNMENT FURNISHED EQUIPMENT (GFE)
All deck-stored equipment shall be griped or stowed to support open ocean transit in sea states equaling vessel’s sea state capability. The following is a list of GFE that may be loaded and secured on the deck of the vessel in support of planned operations:
5.1 Mine Countermeasure (MCM) Operations.
5.1.1 One (1) ESAMS (Expandable Small Air Mobile Shelter) (22 feet x 9 feet x 8 feet; 10,000lbs).
AND/OR One (1) Mini FADL (Fly Away Dive Locker) (10 feet x 9 feet x 9 feet; 10,000lbs)
5.1.2 One (1) ISU 90 (Internal Airlift / Helicopter Slingable Container Unit) (9 feet x 8 feet x 8 feet;
7,000lbs)
5.1.3 One (1) Combat Rubber Raiding Craft (CRRCs) (12 feet x 6 feet x 2.5 feet; 265lbs each) with a
55-horsepower motor.
5.1.4 One (1) Air Compressor for Chamber Support and Scuba Charging (6 feet x 4 feet, approximately
2,300lbs)
5.2 Non-diving Operations.
5.2.1 One (1) ESAMS (Expandable Small Air Mobile Shelter) (22 feet x 9 feet x 8 feet; 10,000lbs).
5.3 Unmanned Systems (UMS)
5.3.1 One (1) MILVAN (Container) (20’ x 8’ x 8’; 17,500lbs) OR one (1) ESAMS (Expandable Small
Air Mobile Shelter) (22’ x 9’x 8’; 10,000lbs).
5.3.2 One (1) ISU 90 (Internal Airlift / Helicopter Slingable Container Unit) (9’ x 8’ x 8’; 7,000lbs)
5.3.3 One (1) Lima Pallet 90 (Internal Airlift / Helicopter Slingable Container Unit) (9’ x 8’ x 6’;
4,000lbs).
5.3.4 Two (2) Combat Rubber Raiding Craft (CRRCs) (12’ x 6’ x 2.5’; 265lbs each) with 55 hp motor.
6.0 CONTRACTOR FURNISHED EQUIPMENT (CFE)
The Contractor shall be responsible for providing the following equipment:
6.1 55-gallons of gasoline storage tank(s) with Occupational Safety and Health Administration (OSHA)-certified pump and emergency shutoff switch accessible to personnel involved in refueling operations.
6.2 Two (2) FDA-approved Automated External Defibrillator (AED) units stored in a location that is accessible to trained responders. One (1) AED unit shall be located in the vicinity of the rear deck, and the other unit shall be located in the vicinity of berthing spaces.
6.3 Sufficient certified and load-tested rigging equipment to support sponsor operations.
6.4 One (1) drying rack capable of simultaneously hanging a minimum of 16 diver wetsuits, dive rigs, and fin sets each.
6.5 At minimum, one (1) outdoor deck shower head with cold and hot fresh water, used for gear rinse-down.
6.6 One (1) 50-foot hose with nozzle and cold fresh water used for gear rinse-down.
6.7 Bottle rack(s) to hold up to a total of 20 standard K-Bottles, to support storage of diver’s oxygen, helium and standard air.
6.8 Deck lighting to support nighttime launch and recovery, and on-deck maintenance during transit without interfering with safe navigation and bridge observation.
6.9 Fuel Storage. The vessels shall be equipped with an USCG approved, minimum 55-gallon, external fuel storage tank (CFE) for gasoline and associated equipment to facilitate refueling RHIBs. The tank shall be equipped with an OSHA-certified pump capable of refueling small craft at sea or on deck. The pump shall include an emergency shutoff switch that is fully accessible to personnel conducting refueling operations.
Additionally, the Contractor shall provide a means of refueling diesel fuel for sponsor GFE (e.g., generators, etc.). The Contractor shall refuel Government small boats as required by EODTEU-1 instructor staff.
6.10 Electrical Power. The vessels shall be able to provide sufficient electrical power within 25 feet of the
GFE identified in this document. At a minimum, four (4) 220 Volts Alternating Current (VAC) three (3)-phase, 60-amperes (amp), 60 hertz (Hz) outlets and four (4) 110 VAC three (3)-phase, 60-amp, 60 Hz outlets shall be provided. All GFE and Sponsor support and habitability areas require 60 Hz.
6.11 Fresh Water. The vessel shall provide a minimum of 500 gallons of potable water production to support embarked personnel and crew living onboard, and an additional 250 gallons of fresh water daily located on the back deck for miscellaneous use including, but not limited to, equipment washdown.
6.12 Dive Staging Area. The vessels shall be equipped with a diver’s staging area for launching and recovering divers. At a minimum, staging area must consist of water access by ladder or removable bulkhead. The equipment used to handle the over-the-side divers should meet the requirements of U.S. Navy Diving and Manned Hyperbaric System Safety Certification Manual, Naval Sea Systems Command (NAVSEA) (SS521-AA-MAN-010, Revision 2, 1 Nov 2006) and U.S. Navy Diving Manual.
6.13 Meals. The Contractor shall provide three (3) galley-prepared cafeteria-style meals for up to sixteen (16) embarked personnel (not including vessel crew) when underway. The Contractor shall provide at a minimum of two (2) hot meals and the capability to provide a to-go meal for embarked personnel. The Contractor shall have snacks available throughout the day available for embarked personnel. Meals that are provided shall be IAW The Special Operations Forces Nutrition Guide.
6.14 Berthing. The vessel shall support berthing for up to sixteen (16) embarked personnel in addition to vessel crew, along with shower facilities to accompany both male and female personnel.
6.15 Port Services. The Contractor shall provide or retain a port services agent responsible for coordinating all required port services during the entire charter period. Port services shall include tugs, pilots, berthing, potable water, shore power, trash and garbage removal, and oily waste removal including small boat bilge waste, sewage removal, hazardous material removal, line handlers, dedicated telephone service and liberty launch services.
6.16 Communication Equipment. The vessel shall carry a Marine very-high-frequency (VHF) radio and a ship cell phone, and shall accommodate the integrations of GFE communications equipment and antennas including secure high frequency (HF), VHF, ultra-high frequency (UHF), and satellite communications (SATCOM). The Contractor shall allow embarked personnel internet connectivity to Wi-Fi while underway. The Contractor shall be prepared to enact Emissions Control procedures as required by NAVSEA Ordnance Publication (OP) 4 at any time embarked personnel are conducting demolition buildup procedures.
6.17 Navigation Equipment. The vessel shall be equipped with gyrocompasses with repeaters, a global positioning system (GPS), and radar. The radar shall be capable of surface searching to a minimum of 25 nautical miles (NM).
6.18 Climate Control. The Contractor shall ensure all communications equipment are climate-controlled with a maximum temperature of 78 degrees Fahrenheit. Communications equipment requires climate control (i.e., air conditioning and dehumidifier). All interior berthing spaces and workspaces shall be climate-controlled with a minimum temperature of 65 degrees Fahrenheit and 78 degrees Fahrenheit.
7.0 QUALITY CONTROL
7.1 The Contractor is responsible for implementing and maintaining a Quality Control Plan (QCP) to ensure that the services performed meets or exceeds contract requirements and results in the correction of potential and actual problems. The QCP shall be implemented on the first day of contract performance. In addition to the Contractor’s QCP, the Government will provide the Contractor with a copy of the Government’s Quality Assurance Surveillance Program (QASP). Notwithstanding the Government’s QASP, the Contractor is not relieved from having their own QCP program to address quality issues during the contract award period.
7.2 The Government’s QASP will address what deliverables are identified for surveillance and the method and surveillance periodicity to ensure the quality of deliverables as outlined in this PWS. The QASP addresses what will be reviewed and will outline actions to be taken by the Contractor, should review(s) and/or inspections identify areas requiring remedial action. Of special interest to the Government are performance standards or metrics that address productivity, completion times, customer satisfaction, and handling/safeguarding Privacy Act data.
8.0 PERIOD OF PERFORMANCE
The Contractor shall provide services for the period of performance (POP) of 01 February 2025 – 06 February 2026.
On 01 February 2025, all necessary equipment shall be onloaded and embarked, and the vessel will depart from port.
The vessel shall remain at sea (weather dependent) until 06 February 2026, when it will be offloaded and disembarked.
9.0 PLACE OF PERFORMANCE AND NORMAL HOURS OF OPERATION
9.1 The Contractor facility shall be within 25 miles of San Diego, CA, and operate in the Southern California (SOCAL) area of operation of Imperial Beach, Camp Pendleton, San Clemente Island, and other areas up to 50 nautical Miles away from home port.
9.2 SUPPORT HOURS: Contractor support shall be provided on a 24-hour, as-needed basis for the duration of the charter period, including nights, to ensure uninterrupted mission support, starting at 0001 hours (12:01 am) on Sunday through 2359 hours (11:59 pm) on Friday.
9.2.1 Foul Weather and Safety Stand-Down
9.2.1.1 General Conditions: General foul weather conditions, including but not limited to rain, fog, or winds that do not trigger a U.S. Coast Guard (USCG) advisory, shall not be considered a basis for non-performance or cancellation of scheduled operations. The vessel is expected to be available and operational during such conditions.
9.2.1.2 USCG Advisory Procedures:
9.2.1.2.1 In the event the U.S. Coast Guard (USCG) issues a formal Small Craft
Advisory (or higher warning, e.g., Gale Warning) for the designated operational area, the Government's Technical Point of Contact (TPOC) will immediately direct a temporary "Safety Stand-Down."
9.2.1.2.2 Upon this direction, the Contractor shall be required to transit the vessel to a pre-designated safe harbor and remain on standby.
9.2.1.2.3 The Safety Stand-Down will remain in effect until the official cancellation of the USCG advisory. Upon cancellation, the vessel shall return to the operational area to resume activities as directed by the TPOC for the remainder of the contracted period of performance.
9.2.1.3 Contractual Consideration: A Safety Stand-Down due to an official USCG advisory is not considered a cancellation. The vessel is considered to be on-contract and fulfilling its standby requirement during this period. Therefore, this time is fully billable within the scope of the daily rate.
10.0 SECURITY REQUIREMENTS
10.1 Information Security: Contractor personnel shall adhere to Department of Defense (DoD) information assurance and operational security (OPSEC) standards. No unauthorized photographs, recordings, or transmissions of government activities or equipment are permitted.
10.2 Communications Security (COMSEC): Any Government-Furnished Equipment (GFE) communications systems installed or operated aboard the vessel shall be controlled in accordance with applicable Navy COMSEC procedures. The Contractor shall not access, interfere with, or attempt to service government communication systems.
10.3 Controlled Items: The Contractor shall not tamper with, relocate, or access any government explosive material, weapons, or classified equipment. Physical security zones around such items must be respected at all times.
