This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13, as supplemented with the additional information included in this notice.
This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.gov.
The RFQ number is N0060426Q4006. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-06/Effective Date 10-01-2025 and DFARS Publication Notice, 24 October 2025.

The 2022 NAICS code is 532411 (Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing) and the Small Business Standard is $45.5 million. This requirement is unrestricted to firms and will result in a Firm-Fixed-Price (FFP) purchase order (PO). The Office of Small Business Programs concurs with the full and open acquisition strategy.
The NAVSUP Fleet Logistics Center, Pearl Harbor (FLCPH) Regional Contracting Office requests responses from qualified sources capable of providing:

The Contractor shall provide chartered maritime vessel rental and support services as listed within the Performance Work Statement (PWS). The required period of performance is 01 Feb 2026 – 06 Feb 2026.

Submission Requirements:
At a minimum, the Quoter shall:
1. The Quoter shall complete and submit the unit price and total extended price of contract line item number(s) (CLIN) 0001 in the table above.
2. The Quoter shall submit a current, valid vendor quote demonstrating the capability of providing and performing the required services, as listed above and within the PWS. Please take special note of the following contractor performance requirements:
a. The Contractor facility shall be within 25 miles of San Diego, CA, and operate in the Southern California (SOCAL) area of operation of Imperial Beach, Camp Pendleton, San Clemente Island, and other areas up to 50 nautical Miles away from home port. (PWS Section 9.1).
b. Demonstrate ability to provide one (1) alternate vessel in the case of a catastrophic failure, with same or greater support capabilities. (PWS Section 4.1.8).
3. Include any additional discounts available to the Government.
Responsibility Determination: Quoters must be registered in the SAM database and Quoter Representation & Certifications shall be current to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov.
Quoters are responsible for ensuring timely submissions are received by the POC identified in the solicitation.
The Government is not responsible for late or lost submissions.
By submission of a quote, the contractor is affirmatively stating they take no exceptions to the Performance Work Statement (PWS) or any of the terms of the solicitation.
Basis of Award: The Government will award a purchase order resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government. Quotes will be evaluated to determine technical acceptability and price fair and reasonableness.
Quoters are advised that the quotation meeting the solicitation requirements with the lowest price may not be selected for award if award to a higher priced Quoter is determined to be more advantageous to the Government.
However, the perceived benefits of the higher priced quotation must merit the additional price.
When evaluating quotes, the Contracting Officer will review Quoter past performance using a variety of available resources (e.g. CPARS, SPRS, FAPIIS, SAM) as part of a responsibility determination. Quoters shall not be determined responsible or non-responsible solely based on a lack of relevant performance history.
Evaluation: To be deemed technically acceptable, the Quoter shall meet the solicitation requirements and demonstrate a good probability of success in meeting the performance requirements as stated within the PWS. A quotation is technically unacceptable if it fails to address the solicitation requirements or demonstrates a low probability of success in meeting the performance requirements as stated within the PWS.
The Quoter’s submission will be reviewed for mathematical correctness, making sure that all prices are summarized correctly to ensure completeness and accuracy.
