RFQ N0060426Q4006 Amendment 02 Closes 11:59pm Hawaii Standard Time on Tuesday, 27 January 2026.
The purpose of Amendment 02 is to post vendor Questions & Answers (Q&A).
Question Answer
1. Is this a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
1. There is no incumbent contractor for this specific, single-evolution requirement. A broad, annual services contract that included some similar tasks did exist several years ago, but its scope and scale are not relevant to this current effort. Therefore, no prior contract number is considered applicable, and offerors must base their proposals exclusively on the requirements outlined in the current solicitation.
2. We would like to inquire about the flexibility on the proposed period of performance. We have a vessel currently in Hawaii and would like to propose it. However, we would need an 8-10 day window between award and performance start to transit the vessel.
2. The period of performance, 1-6 February 2026, is a firm requirement. No flexibility or extension for vessel transit can be accommodated.
3. We do not have a company-owned “contractor facility,” but rather, we lease commercial pier space in San Diego when the vessel is in port. Confirming this is suitable for the government.
3. Leased commercial pier space is acceptable, provided the facility meets all requirements outlined in the PWS. The contractor is responsible for ensuring and providing all necessary pier services, including but not limited to, crane and forklift support required for the onload and offload of government equipment.
